Governor Brown Announces Appointments

SACRAMENTO – Governor Edmund G. Brown Jr. today announced the following appointments.

Nanci Nishimura, 61, of San Mateo, has been reappointed to the California Commission on Judicial Performance, where she has served since 2011. Nishimura has been a partner at Cotchett, Pitre and McCarthy since 2006, where she has been principal since 2002. She was an attorney at the Rossbacher Firm from 1990 to 2002 and a legislative analyst to U.S. Senator Daniel Inouye on the U.S. Senate Select Committee on Indian Affairs in 1988. Nishimura was a law clerk at the U.S. Overseas Private Investment Corporation in 1988 and at the U.S. International Trade Commission in 1987, an associate at Barton Myers Associates from 1984 to 1986, construction coordinator at Gruen Associates from 1980 to 1984 and marketing consultant at Global Link International Business Liaison Inc. from 1979 to 1980. She earned a Juris Doctor degree from the Catholic University of America Columbus School of Law and a Master of Arts degree in international relations from the University of Southern California. This position does not require Senate confirmation and there is no compensation. Nishimura is a Democrat.

Adam Torres, 51, of Riverside, has been reappointed to the California Commission on Judicial Performance, where he has served since 2011. Torres has been managing director at Stroz Friedberg LLC since 2011. He served as a U.S. Marshal for the U.S. Marshals Service from 2003 to 2010 and held several positions at the Internal Revenue Service from 1992 to 2004, including supervisory special agent in the Criminal Investigation Division and revenue agent. This position does not require Senate confirmation and there is no compensation. Torres is registered without party preference.

Juan Gonzalez, 77, of Lancaster, has been appointed to the California Veterans Board. Gonzalez was a design engineer at Eaton Corporation from 1987 to 1995 and served in the U.S. Army Corps of Engineers from 1960 to 1968. This position requires Senate confirmation and the compensation is $100 per diem. Gonzalez is a Republican.

Steve Winkel, 67, of Berkeley, has been reappointed to the California Building Standards Commission, where he has served since 1999.Winkel has been partner at the Preview Group since 2005. He was project manager at Field Paoli Architects from 1998 to 2004 and from 1986 to 1991, project manager at Michael Willis and Associates from 1991 to 1996, civil engineer in training at Bissell and Karn Civil Engineers from 1977 to 1981 and apprentice architect and landscape architect at Osborne and Stewart Architects from 1971 to 1977. This position requires Senate confirmation and there is no compensation. Winkel is a Democrat.

Cornelius Gallagher, 69, of Fair Oaks, has been appointed to the California Exposition and State Fair Board of Directors, where he has served since 2007. Gallagher has been the food, agriculture and wine executive at Bank of America since 1987, where he has been senior vice president since 1978 and has held several positions since 1969, including regional market executive. Gallagher is chair of the California Bankers Association Agriculture Lending Committee and a member of the University of California President’s Advisory Commission on Agriculture and Natural Resources and the Farm Foundation Board of Trustees. This position requires Senate confirmation and there is no compensation. Gallagher is a Republican.

Mark Nelson, 69, of Wilton, has been reappointed to the California Exposition and State Fair Board of Directors, where he has served since 2012. Nelson has been principal, owner and broker at Five Star Land Company since 2013. He was a broker at Hesseltine Realty from 2011 to 2013 and owner at Sacramento Land and Farming Inc. from 1971 to 2011. Nelson is a member of the California Rangeland Trust, California Cattlemen’s Association, California Farm Bureau and the Pacific Coast Cutting Horse Association. This position requires Senate confirmation and there is no compensation. Nelson is a Republican.
