Governor Brown Announces Appointments

SACRAMENTO – Governor Edmund G. Brown Jr. today announced the following appointments:

Nicole Hollingsworth, 32, of Marina, has been appointed to the 7th District Agricultural Association, Monterey County Fair Board of Directors. Hollingsworth has been district director in the Office of California State Senate Majority Leader Bill Monning since 2013. She was field representative in the Office of California State Assemblymember Bill Monning from 2010 to 2013 and an administrative assistant for special projects at the Monterey Bay Aquarium from 2009 to 2010.  Hollingsworth is a member of the Democratic Women of Monterey County, California State University Monterey Bay Foundation Board of Directors and the California State University Monterey Bay Alumni Association. She earned a Master of Public Administration degree from Golden Gate University. This position does not require Senate confirmation and there is no compensation. Hollingsworth is a Democrat.

Gabriel Hernandez, 43, of Kingsburg, has been appointed to the 21st District Agricultural Association, Big Fresno Fair Board of Directors. Hernandez has been lead pharmacy technician at Community Regional Medical Center since 2016. He was a pharmacy technician at the California Department of Corrections and Rehabilitation from 2008 to 2016 was a real estate agent with London Properties from 2011 to 2015. This position does not require Senate confirmation and there is no compensation. Hernandez is a Democrat.

Charles Riojas, 54, of Fresno, has been appointed to the 21st District Agricultural Association, Big Fresno Fair Board of Directors. Riojas has been a business agent for the International Brotherhood of Electrical Workers, Local 100 since 1999. This position does not require Senate confirmation and there is no compensation. Riojas is a Democrat.

Lawrence “Larry” Salinas, 57, of Clovis, has been appointed to the 21st District Agricultural Association, Big Fresno Fair Board of Directors. Salinas has been executive director of governmental relations at California State University, Fresno since 2016. This position does not require Senate confirmation and there is no compensation. Salinas is registered without party preference.

Priscilla Musgrove, 56, of Tulare, has been appointed to the 24th District Agricultural Association, Tulare County Fair Board of Directors. Musgrove served as a correctional counselor supervisor at the California Department of Corrections and Rehabilitation from 1988 to 2012. This position does not require Senate confirmation and there is no compensation. Musgrove is a Democrat.

Robin Umberg, 63, of Villa Park, has been appointed to the California Veterans Board. Umberg served as undersecretary at the California Department of Veteran Affairs from 2011 to 2013. She served in several positions for the U.S. Army and Army Reserve from 1973 to 2010, including, commander of the 6253 U.S. Army Hospital, commander of the 4211th U.S. Army Hospital and chief of professional services for the 3rd Medical Command. She is a member of the Order of Military Medical Merit, the Reserve Officer Association and the Military Officers Association of America. Umberg earned a Master of Business Administration degree in health care administration from the University of Northern Colorado. This position requires Senate confirmation and the compensation is $100 per diem. Umberg is a Democrat.

Ali Bay, 46, of Sacramento, has been appointed deputy director at the California Department of Developmental Services, Office of Legislation, Regulations and Public Affairs. Bay has served as deputy press secretary in the Office of Governor Edmund G. Brown Jr. since 2017. She served as deputy director for the Office of Public Affairs at the California Department of Public Health from 2016 to 2017, press secretary for the Office of California State Senator Mark Leno from 2008 to 2016, communications manager at Equality California from 2006 to 2008, a reporter and photographer at Capital Press Ag Weekly Newspaper from 1999 to 2006 and a self-employed writer and photographer from 1995 to 2006. Bay was a Spanish instructor at C.K. McClatchy High School from 1997 to 1998, editor at Musico Pro & Recording Magazine from 1996 to 1997 and a reporter and photographer at Costa Rica Today in 1995. This position does not require Senate confirmation and the compensation is $146,004. Bay is a Democrat.

Brian Marshall, 52, of Bakersfield, has been appointed chief, Fire and Rescue at the Governor’s Office of Emergency Services. Marshall has been fire chief and director of emergency services at the Kern County Fire Department since 2012, where he has served in several positions since 1987, including interim fire chief and director of emergency services, deputy fire chief, fire battalion chief, fire captain, fire engineer and firefighter. Marshall is a member of FIRESCOPE. This position does not require Senate confirmation and the compensation is $159,996. Marshall is a Republican.

Curtis Notsinneh, 38, Sacramento, has been appointed chief deputy director at the California Workforce Development Board. Notsinneh was director of public affairs at Yocha Dehe Wintun Nation from 2014 to 2017, policy director in the Office of California State Assemblymember Tom Ammiano from 2011 to 2014 and member designee at the California Council on Criminal Justice from 2009 to 2013. He was senior consultant in the Office of California State Assemblymember Jerry Hill from 2009 to 2011, deputy state director at the Drug Policy Alliance from 2007 to 2008 and legislative aide in the Office of California State Assemblymember Jackie Goldberg from 2000 to 2007. This position does not require Senate confirmation and the compensation is $124,008. Notsinneh is a Democrat.

Pamela Allen, 60, of Oakland, has been appointed special counsel to the director of the California Department of Industrial Relations. Allen was in-house counsel and legal director at the California Nurses Association from 2004 to 2018, a partner at Leary, Miller and Allen from 1999 to 2004 and an associate at the Law Offices of James E. Eggleston from 1993 to 1999. She was an associate at Eggleston, Siegel and LeWitter from 1988 to 1993, at Sachs, Nunn Kates from 1986 to 1988 and at Connerton, Bernstein and Katz from 1985 to 1986. Allen earned a Juris Doctor degree from Wayne State University Law School. This position does not require Senate confirmation and the compensation is $153,684. Allen is a Democrat.
