Governor Brown Signs Order to Establish California Indian Heritage Center Task Force

SACRAMENTO – Governor Edmund G. Brown Jr. today issued an executive order directing the Tribal Advisor to establish a task force that will oversee the development of the California Indian Heritage Center.

The full text of the executive order is below:

 

EXECUTIVE ORDER B-60-18

WHEREAS the 2018-2019 enacted State Budget allocated $100 Million to the development and construction of a California Indian Heritage Center under the operating budget of the Department of Parks and Recreation; and

WHEREAS the State of California intends that the California Indian Heritage Center celebrate the living cultures of California Native American peoples by preserving cultural and tribal traditions, nurturing contemporary expressions and facilitating research and education for California, the nation and the world; and

WHEREAS the State of California recognizes the lack of Native American voices reflected in prevailing narratives surrounding the State’s history through modern times, and supports the development of California Native American histories and narratives from a California Native American perspective, deferring to California Native American tribes regarding each tribe’s cultural limitations on information and items shared and ensuring that the process of sharing is conducted in compliance with all applicable law and affords the respect and dignity due to these treasured cultural artifacts; and

WHEREAS the State of California intends that the California Indian Heritage Center be developed respectfully and with the input and guidance of California Native American tribes and tribal peoples pursuant to Executive Order B-10-11, which requires the Governor’s Tribal Advisor and the Administration to engage in government-to-government consultation with California Indian Tribes regarding policies that may affect tribal communities.

NOW, THEREFORE, I, EDMUND G. BROWN JR., Governor of the State of California, in accordance with the authority vested in me by the Constitution and statutes of the State of California, do hereby issue the following order to become effective immediately:

IT IS HEREBY ORDERED THAT:

1.    The Tribal Advisor shall establish the California Indian Heritage Center task force to direct the development of the California Indian Heritage Center. The task force shall be led and convened by the Governor’s Tribal Advisor, the Natural Resources Agency and the Department of Parks and Recreation. The task force shall include representatives from Native American tribes, and may include relevant state, federal and local agencies, as well other relevant non-governmental stakeholders.

2.    The Tribal Advisor shall coordinate statewide efforts to engage California Native Americans in consultation on the California Indian Heritage Center pursuant to Executive Order B-10-11.

This Order is not intended to, and does not, create any rights or benefits, substantive or procedural, enforceable at law or in equity, against the State of California, its agencies, departments, entities, officers, employees, or any other person.
