Governor Brown Signs Compact with Viejas Band of Kumeyaay Indians

SACRAMENTO – Governor Edmund G. Brown Jr. yesterday signed an amended tribal-state gaming compact between the State of California and the Viejas Band of Kumeyaay Indians.

The compact converts the Tribe’s fixed revenue share payment to the state into a percentage-based payment in order to account for the impact on revenue caused by changing economic conditions and to enhance the economic development, long-term stability and self-sufficiency of the Tribe. The percentage-based payment structure ensures that the Tribe remains the primary beneficiary of its gaming operation as required by federal law.

The terms of the amended compact were also updated to be consistent with some provisions of more recent compacts related to licensing, compliance enforcement, mitigation of off-reservation gaming impacts and limitations on the number of slot machines that may be offered at the casino. The compact reflects a continued commitment by the Tribe to revenue sharing with non-gaming and limited gaming tribes so that the economic benefits of gaming can be shared by tribal governments that have not chosen to operate a tribal casino. The compact continues to assure the protection of the health and safety of the casino patrons, guests and employees and affirms the role of a tribal-state association of gaming regulators to provide a framework within which tribal and state gaming regulators can exchange information and collaborate to ensure that the gaming public has continued confidence in the integrity of casino operations.

The compact supersedes the 2004 compact between the Tribe and the State of California.
