Governor Brown Announces Appointments

SACRAMENTO – Governor Edmund G. Brown Jr. today announced the following appointments.

Barry Broad, 53, of Sacramento, has been designated as chair of the Employment Training Panel. Broad has served on the panel since 2002. He is currently managing partner of Broad & Gusman, LLP, a legal practice he established in 1994. Previously, Broad was the legislative director of the California Teamsters Public Affairs Council from 1985 to 1994 and a legal advisor for the Public Employment Relations Board from 1981 to 1984. This position does not require Senate confirmation and the compensation is $100 per diem. Broad is a Democrat.

Sonia Fernandez, 38, of Pomona, has been appointed to the Employment Training Panel. Fernandez has served on the panel since 2010 and also as a marketing representative for the Laborers’ Employers Cooperation & Education Trust since 2005. Previously, Fernandez was a database manager for the Southern California Laborers’ Joint Apprenticeship Committee from 2002 to 2005. She is a member of Disabled American Veterans. This position does not require Senate confirmation and the compensation is $100 per diem. Fernandez is a Democrat.

Rosa Moran, 50, of Oakland, has been appointed administrative director of the Division of Workers’ Compensation. Moran has served as a workers’ compensation judge since 2005. Previously, she was an attorney in private practice from 1988 to 2005. Moran is a member of the Oakland Bench and Bar Association, the Filipina Women’s Network, the University of San Francisco Alumni Association, and the University of the Pacific Alumni Association. This position requires Senate confirmation and the compensation is $132,179. Moran is a Democrat.
