MILPITAS – At the dedication of a new solar panel manufacturing plant today, Governor Edmund G. Brown, Jr. will sign legislation that requires one-third of the state’s electricity to come from renewable sources. Later, the Governor will discuss the state’s budget crisis at the Bay Area Council’s 2011 Outlook Conference in San Francisco.
