2015 Governor's Summit on Zero Emission Vehicles

Nearly three years after Governor Brown issued the Executive Order on Zero Emission Vehicles, several objectives in the original 2013 ZEV Action Plan have been completed, with additional actions currently underway. California leads the nation in ZEV ownership, accounting for 40% of all ZEVs on the road in the United States. The 2015 summit will be an opportunity to generate new ideas and identify ways to build upon our success, centered around a new, draft 2015 ZEV Action Plan.

The 2015 ZEV Summit will:

  • Present a strategic assessment of the overall ZEV market in California and collect feedback on areas of improvement and opportunity.
  • Highlight progress and accomplishments outlined in the 2013 ZEV Action Plan.
  • Provide an opportunity to comment on the draft 2015 ZEV Action Plan and engage in detailed discussions related to new proposed actions.
  • Discuss specific collective actions that governments, companies, and other stakeholders can take to continue to accelerate the market.
  • Showcase new groundbreaking initiatives and projects that are helping to define the ZEV landscape.

This presentation will offer insights about the who’s, why’s, and what’s of the ZEV market and include a discussion about how the market has been evolving and what it may look like moving forward.

    • What Drivers are Saying
      Over the past months, UC Davis researchers have completed surveys with 1600 car buyers in California in 2014 and 5800 car buyers in 13 states in 2015. Additionally, they have held three workshops and over 100 household interviews. The goal of these efforts has been to measure and explore consumer awareness, knowledge, experience, and consideration for PEVs. Initial findings from this new work will be shared.

    California now has a wide variety of ZEVs on the market.Now the challenge is to build the market awareness and acceptance so that sales continue to grow rapidly. What can the state do to raise awareness? What tools are most effective in raising awareness and demand? What motivates consumers to actively change behavior to embrace environmentally beneficial technology like ZEVs? Where do consumers find out about and learn about automotive technology?

  • Expand use of Zero Emission Rail, Freight, and Other Medium- and Heavy-Duty Technologies
    Achieving air quality and greenhouse gas emission reduction goals requires transformational change from the use of conventional technologies and fuels to zero and near zero emission technologies in every sector including heavy duty trucks, buses and off-road equipment. This session will pose the following questions: How can we accelerate the commercialization of medium- and heavy-duty ZEVs? What are the barriers to adoption, and what role can the state play in integrating these ZEVs into our freight and passenger transportation fleets? What can we learn from light-duty ZEVs that can benefit medium- and heavy-duty ZEV commercialization? Would medium- and heavy-duty ZEVs benefit from more standardization in infrastructure? How do we bridge the gap from federal research and development programs to state deployment programs?Facilitators:

  • Enable Necessary Infrastructure
    The number of ZEVs in California is accelerating, technology is maturing and the refueling needs of each type of ZEV are unique. Although infrastructure deployment in California is progressing, significant challenges remain. Barriers to charging infrastructure include permitting, equipment, and installation costs; site host acquisition; parking availability and ADA requirements, complexities of multi-unit dwelling assessment and decision-making processes and charger congestion issues. Hydrogen refueling station deployment has its own set of challenges including station planning and siting, the critical need to reduce station and equipment costs, and greening of the hydrogen supply chain. What can the State do to enable necessary charging infrastructure and hydrogen refueling station deployment?Facilitators:

    Vehicle markets and supply chains are global, and California’s ZEV adoption efforts benefit from ZEV developments elsewhere.
