SACRAMENTO – Governor Edmund G. Brown Jr. today announced the following appointments:
Edward K. Hadfield, 54, of San Marcos, has been appointed to the State 9-1-1 Advisory Board. Hadfield has been fire chief at the Rincon Fire Department since 2015. He served in several positions at the City of Santa Maria Fire Department from 2013 to 2015, including chief officer, fire marshal and operations chief. Hadfield served in several positions at the City of Coronado Fire Department from 2007 to 2013, including chief officer, fire marshal and training chief. He was chief executive officer at FTS Consulting in 2007. Hadfield held several positions at the City of Paso Robles Fire Department from 2006 to 2007, including chief officer, training chief and operations chief. He held several positions at the City of Huntington Beach Fire Department from 1995 to 2006, including fire captain, fire protection specialist and training officer. Hadfield was firefighter and acting captain at the City of Vista Fire Department from 1990 to 1995 and a firefighter at the Rancho Santa Fe Fire Protection District from 1987 to 1990. He is Area 4 South director for the California Fire Chiefs Association Board of Directors, director-at-large of the International Association of Fire Chiefs Board of Directors and chairman of the California Department of Forestry and Fire Protection Native American Advisory Council. Hadfield is treasurer of the San Diego County Fire Chiefs’ Association and director of the California Tribal Fire Chiefs Association. He is a member of the Native Fire Chiefs Association, Western Region, the Fire Department Safety Officers Association, Underwriters Labs Technical Advisory Committee, International Fire Service Training Association Validation Committee, National Institute of Standards and Technology Fire Behavior Advisory Group, California State Fire Marshal Photovoltaic Advisory Group and the California Training Officers Association. Hadfield earned a Master of Science degree in organizational leadership from California Coast University. This position does not require Senate confirmation and there is no compensation. Hadfield is a Republican.
Christopher Herren, 45, of Los Angeles, has been reappointed to the State 9-1-1 Advisory Board, where he has served since 2016. Herren has been a public safety communications administrator at the City of Santa Monica Office of Emergency Management since 2014. He was dispatch services manager at the Placer County Sheriff’s Office from 2010 to 2014 and acting dispatch manager at the Elk Grove Police Department from 2008 to 2010, where he was dispatch supervisor from 2006 to 2008. Herren was communications operator at the Vallejo Police Department from 1995 to 2006. He is a member of the California Fire Chiefs Association, National Emergency Number Association and the Association of Public Safety Communications Officials. This position does not require Senate confirmation and there is no compensation. Herren is registered without party preference.
Vera Singleton, 40, of Piedmont, has been appointed to the California Naturopathic Medicine Committee. Singleton has been a naturopathic doctor in private practice since 2011. She was executive medical director at My Fertility Cures from 2014 to 2016 and a naturopathic doctor at Tara Natural Medicine, at Paeonia Health and at Lolo Health Center from 2011 to 2015. Singleton served as a project manager in the inaugural MBA Fellows program at the U.S. Department of Labor from 2003 to 2007. She is a member of the Society of Cannabis Clinicians and the California Naturopathic Doctors Association. Singleton earned a Master of Business Administration degree in health information systems at Wayne State University and a Doctor of Naturopathic Medicine degree from Southwest College of Naturopathic Medicine and Health Sciences. This position does not require Senate confirmation and the compensation is $100 per diem. Singleton is registered without party preference.
Minna Yoon, 42, of San Francisco, has been appointed to the California Naturopathic Medicine Committee. Yoon has been owner at Bay Natural Medicine since 2008. She is a member of the California Naturopathic Doctors Association. Yoon earned a Master of Science degree in traditional oriental medicine from the Pacific College of Oriental Medicine and a Doctor of Naturopathic Medicine degree from Bastyr University. This position does not require Senate confirmation and the compensation is $100 per diem. Yoon is registered without party preference.
Rosanne Bonilla, 59, of Madera, has been reappointed to the 21st District Agricultural Association, Madera District Fair Board of Directors, where she has served since 2012. Bonilla has been a real estate broker and office manager at Nora and Associates Realty since 1994. She is a member of the Madera Association of Realtors, St. Joachim’s Parish Council, Madera Beautification Committee and the Madera District Fair Heritage Foundation. This position does not require Senate confirmation and there is no compensation. Bonilla is a Democrat.
Billie Jelks-Hood, 74, of Madera, has been reappointed to the 21st District Agricultural Association, Madera District Fair Board of Directors, where she has served since 2012. Jelks-Hood was a financial program control analyst at FMC Corporation from 1985 to 2008. She is a member of the National Women’s Political Caucus, National Association for the Advancement of Colored People, Madera County Democratic Club, Fresno County Democratic Women’s Club and the University of California Cooperative Extension, Master Gardeners of Fresno County. Jelks-Hood is a lifetime member of Black Women Organized for Political Action. This position does not require Senate confirmation and there is no compensation. Jelks-Hood is a Democrat.
Lois Leonard, 59, of Madera, has been reappointed to the 21st District Agricultural Association, Madera District Fair Board of Directors, where she has served since 2006. Leonard has been business assistance office manager at the Madera County Economic Development Commission since 2002. She was a bookkeeper at Vineyard Growers Supply from 1997 to 2007, worship leader at the Harvest Community Church from 2000 to 2008, office manager at Conifer Paper from 1987 to 1991 and a customer service representative at Inland Container from 1982 to 1986. Leonard is a member of the Philanthropic Educational Organization, Chapter VO. This position does not require Senate confirmation and there is no compensation. Leonard is a Republican.
Patricia Manfredi, 67, of Madera, has been reappointed to the 21st District Agricultural Association, Madera District Fair Board of Directors, where she has served since 2005. Manfredi was executive director at Ronald McDonald House Charities of the Central Valley Inc. from 1999 to 2010. She was a member of the Madera County Board of Supervisors from 1996 to 1998, an executive director for Central California Ministries Inc. from 1992 to 1996 and owner at the Confectionery from 1986 to 1991. Manfredi is a member of the Madera District Fair Heritage Foundation. This position does not require Senate confirmation and there is no compensation. Manfredi is a Republican.
Stephanie Simonian, 63, of Madera, has been reappointed to the 21st District Agricultural Association, Madera District Fair Board of Directors, where she has served since 2016. Simonian has been vice president at 47th Place Carpet and Linoleum Inc. since 1984. She is a member of the Oakhurst Community Center, Oakhurst Sierra Rotary Club and Oakhurst Area Chamber of Commerce. This position does not require Senate confirmation and there is no compensation. Simonian is a Democrat.
