Governor Brown Announces Appointments

SACRAMENTO – Governor Edmund G. Brown Jr. today announced the following appointments:

Christine Inouye, 52, of Sacramento, has been appointed undersecretary at the California State Transportation Agency, where she has served as deputy secretary for project management and implementation since 2017. Inouye was capital contracts procurement manager at the California High-Speed Rail Authority from 2016 to 2017. She was a project manager at the California State Transportation Agency from 2014 to 2016 and served in several positions at the California Department of Transportation from 1989 to 2014, including high-speed rail coordinator, management liaison to the chief engineer, project manager and supervising transportation engineer. This position does not require Senate confirmation and the compensation is $172,008. Inouye is a Republican.

Marlon Flournoy, 41, of Sacramento, has been appointed deputy secretary for transportation planning at the California State Transportation Agency. Flournoy has served as District 3 (Marysville/Sacramento) deputy director of planning, local assistance and sustainability at the California Department of Transportation since 2014, where he has held several positions since 2008, including acting assistant director of sustainability, acting District 1 (Eureka) deputy director of planning and local assistance and chief in the Office of Project Scoping Coordination. This position does not require Senate confirmation and the compensation is $138,000. Flournoy is registered without party preference.

Ryan Chamberlain, 43, of Trabuco Canyon, has been appointed chief deputy director at the California Department of Transportation, where he has been District 12 (Orange County) director since 2012 and has served in several positions since 1999, including chief of the Division of Transportation Planning and branch chief of local development and intergovernmental review. Chamberlain is a member of the California Transportation Foundation. This position does not require Senate confirmation and the compensation is $184,008. Chamberlain is registered without party preference.
