SACRAMENTO – Governor Edmund G. Brown Jr. today announced the following appointments:
Ryan Marcroft, 39, of Carmichael, has been appointed deputy director of legal affairs at the California Department of Consumer Affairs, where he has served as assistant chief counsel since 2016. Marcroft served as a deputy attorney general at the California Department of Justice, Office of the Attorney General from 2010 to 2016. He was a deputy legal affairs secretary in the Office of the Governor from 2006 to 2010 and a staff attorney at the Institute for Administrative Justice, California Parole Advocacy Program from 2004 to 2006. Marcroft earned a Juris Doctor degree from the University of the Pacific, McGeorge School of Law. This position does not require Senate confirmation and the compensation is $159,984. Marcroft is registered without party preference.
Grace Arupo Rodriguez, 39, of Rancho Cordova, has been appointed assistant deputy director of legal affairs at the California Department of Consumer Affairs. Arupo Rodriguez served as deputy director of legal affairs in the Governor’s Office of Business and Economic Development from 2013 to 2017 and as senior deputy city attorney in the Sacramento City Attorney’s Office from 2012 to 2013. She was corporate counsel at the California Independent System Operator Corporation from 2007 to 2012, a business associate at Downey Brand LLP from 2002 to 2006 and a summer associate at Wilke Fleury Hoffelt Gould and Birney LLP in 2000. Arupo Rodriguez was president of the Asian Pacific Bar Association of Sacramento from 2011 to 2012. She earned a Juris Doctor degree from the University of California, Davis School of Law. This position does not require Senate confirmation and the compensation is $158,400. Arupo Rodriguez is a Democrat.
Amelia Garcia, 33, of Oakland, has been appointed assistant secretary for environmental justice at the California Environmental Protection Agency. Garcia has been an associate attorney at Earthjustice since 2015. She was a staff attorney at Communities for a Better Environment from 2013 to 2015 and served as a legal research attorney at the San Francisco County Superior Court from 2012 to 2013. This position does not require Senate confirmation and the compensation is $100,788. Garcia is a Democrat.
Tracey St. Julien, 58, of Los Angeles, has been appointed to the Board of Juvenile Hearings. St. Julien has been a youthful offender parole board representative at the California Department of Corrections and Rehabilitation, Division of Juvenile Justice since 2008. She was a principal consultant in the California State Assembly from 2007 to 2008, a substitute teacher at the Sacramento County Office of Education from 2006 to 2007 and a commissioner for the Board of Parole Hearings at the California Department of Corrections and Rehabilitation from 2005 to 2006. St. Julien was executive director of the American Congress of Obstetricians and Gynecologists, District IX, from 2001 to 2005. She served as chief of staff in the Office of California State Assemblymember Curtis Tucker, Jr. from 1988 to 1996 and as staff in the Office of California State Assemblymember Curtis Tucker from 1981 to 1987. This position requires Senate confirmation and the compensation is $142,095. St. Julien is a Democrat.
