Governor Brown Announces Appointments

SACRAMENTO – Governor Edmund G. Brown Jr. today announced the following appointments:

Lisa Cisneros, 37, of Aptos, has been appointed to the California Fair Employment and Housing Council. Cisneros has been an attorney and program director of the Lesbian, Gay, Bisexual and Transgender Program at California Rural Legal Assistance Inc. since 2014. She was an associate at Lieff, Cabraser, Heimann & Bernstein LLP from 2012 to 2014 and served as a law clerk at the U.S. District Court, Northern District of California from 2010 to 2012. She is a member of the National Center for Lesbian Rights Board of Directors. Cisneros earned a Juris Doctor degree from the University of California, Berkeley School of Law. This position requires Senate confirmation and the compensation is $100 per diem. Cisneros is a Democrat.

Alice Beverly Cole, 66, of Palm Desert, has been appointed to the California Commission on Access to Justice. Cole has been managing partner at Cole Renwick LLC since 2000. She was a liquidation portfolio specialist at the U.S. Small Business Administration in 2013 and Office of Minority Enterprises liaison specialist to small businesses at the Federal Depository Insurance Corporation from 2010 to 2013, director of small business development at the Walt Disney Company from 1995 to 2004 and director of strategic sourcing at the Eastman Kodak Company from 1991 to 1995. Cole was bank examiner regulator at the Office of Thrift Supervision from 1989 to 1991, an analyst and investment banker at Merrill Lynch Capital Markets from 1983 to 1986 and an attorney at the Union Carbide Corporation from 1977 to 1981. She earned a Juris Doctor degree from the Fordham University School of Law and a Master of Business Administration degree from the University of Pennsylvania, Wharton School. This position does not require Senate confirmation and there is no compensation. Cole is a Democrat.

Maria Rivera, 67, of Lafayette, has been reappointed to the California Commission on Access to Justice, where she has served since 2013. Rivera has served as an associate justice at the First District Court of Appeal, Division Four since 2002. She served as a judge at the Contra Costa County Superior Court from 1997 to 2002, was a partner and counsel at McCutchen, Doyle, Brown and Enersen from 1981 to 1996 and served as an Assistant U.S. Attorney at the U.S. Department of Justice from 1979 to 1981. Rivera served as a deputy district attorney in the San Francisco District Attorney’s Office from 1978 to 1979 and was an attorney at Morrison and Foerster LLP from 1974 to 1978. Rivera is a member of the California Supreme Court Committee on Judicial Ethics Opinions and the National Association of Women Judges. She served as co-chair of the California Judicial Council’s Joint Working Group for California’s Language Access Plan from 2013 to 2015. Rivera earned a Juris Doctor degree from the University of San Francisco, School of Law. This position does not require Senate confirmation and there is no compensation. Rivera is registered without party preference.

Theodore Smalley, 50, of Visalia, has been reappointed to the California Partnership for the San Joaquin Valley Board of Directors, where he has served since 2010. Smalley has been executive director at the Tulare County Association of Governments since 1998. This position does not require Senate confirmation and there is no compensation. Smalley is registered without party preference.

Max Rodriguez, 77, of Madera, has been reappointed to the California Partnership for the San Joaquin Valley Board of Directors, where he has served since 2013. Rodriguez has served as a member of the Madera County Board of Supervisors since 2005. He was an agent at Farmers Insurance from 1985 to 2008 and a resaw operator at American Forest Products from 1959 to 1984. Rodriguez is chairman of the Madera County Children and Families Commission and a member of the Madera County Transportation Commission, Madera County Local Agency Formation Commission, National Association of Counties’ Human Services and Education Steering Committee, California State Association of Counties’ Health and Welfare Policy Committee and the Wye Madera County High Speed Rail Task Force. This position does not require Senate confirmation and there is no compensation. Rodriguez is a Democrat.

Benito Delgado-Olson, 33, of Oakland, has been reappointed to the Low Income Oversight Board at the California Public Utilities Commission, where he has served since 2015. Delgado-Olson has been executive director at SupplyBank.Org since 2009. He is a member of the Californians Dedicated to Education Foundation and the University of California, Berkeley Cal Alumni Association. This position does not require Senate confirmation and the compensation is $400 per diem. Delgado-Olson is a Democrat.

Joseph Amen, 49, of Stockton, has been appointed to the 2nd District Agricultural Association, San Joaquin County Fair Board of Directors. Amen has been a recreation program coordinator for the City of Stockton since 2006. This position does not require Senate confirmation and there is no compensation. Amen is a Democrat.

Junette Lopez, 46, of Stockton, has been appointed to the 2nd District Agricultural Association, San Joaquin County Fair Board of Directors. Lopez has been a general manager for Motel 6 since 1995. She is a member of the Stockton Chamber of Commerce. This position does not require Senate confirmation and there is no compensation. Lopez is registered without party preference.

Peter Powers, 34, of Stockton, has been appointed to the 2nd District Agricultural Association, San Joaquin County Fair Board of Directors. Powers has been owner at Positive PR Stockton since 2013. He is a member of the Business Network international. This position does not require Senate confirmation and there is no compensation. Powers is a Republican.

Brienne Witt, 29, of Lodi, has been appointed to the 2nd District Agricultural Association, San Joaquin County Fair Board of Directors. Witt has been a grower relations manager at Constellation Brands since 2013. She was a commercial credit analyst at F&M Bank of Central California from 2011 to 2013 and an inspector at the U.S. Department of Agriculture Shipping Point Inspection in 2011. She is a member of the California Farm Bureau Federation. This position does not require Senate confirmation and there in compensation. Witt is a Republican.

Susan Gibbs, 70, of Colusa, has been reappointed to the 44th District Agricultural Association, Colusa County Fair Board of Directors, where she has served since 2005. Gibbs has been a membership coordinator for the Colusa Indian Community Center since 2003. She was a manager at the Chick Montgomery Store from 1982 to 2003, a postal casual worker for the U.S. Postal Service from 1991 to 1993 and office manager for Dr. Michael Cerrutti and Dr. Rangwitt from 1980 to 1982. Gibbs was a sales person at McBride Interiors from 1978 to 1980. She is a member of the Garden Club of Colusa County, Colusa County Art Council and the Stagehands Community Theater Group. This position does not require Senate confirmation and there is no compensation. Gibbs is a Republican.

Walter Seaver, 63, of Colusa, has been reappointed to the 44th District Agricultural Association, Colusa County Fair Board of Directors, where he has served since 2012. Seaver has been a farm operations manager for the Colusa Indian Community Council since 2007. This position does not require Senate confirmation and there is no compensation. Seaver is a Democrat.
