SACRAMENTO – Governor Edmund G. Brown Jr. today announced the following appointments:
Ellen Tauscher, 64, of San Francisco, has been appointed chair of the Governor’s Military Council, where she has served as chair since 2013. Tauscher served as undersecretary of state for arms control and international security affairs at the U.S. Department of State from 2009 to 2012 and as a member of the U.S. House of Representatives from 1997 to 2009. This position does not require Senate confirmation and there is no compensation. Tauscher is a Democrat.
Edward Hanlon Jr., 71, of Carlsbad, has been appointed vice chair of the Governor’s Military Council, where he has served since 2013. Hanlon has been president at Transatlantic Insights LLC since 2012. He was vice president at Raytheon and president at Raytheon International Europe from 2007 to 2012 and served as U.S. military representative to the North Atlantic Treaty Organization Military Committee from 2004 to 2006. Hanlon served as commanding general of the U.S. Marine Corps Combat Development Command from 2001 to 2004 and of the U.S. Marine Corps Base Camp Pendleton from 1998 to 2001. He was director of expeditionary warfare in the U.S. Navy from 1996 to 1998. Hanlon earned a Master of Arts degree in communication theory from the University of Minnesota and a Master of Arts degree in human resources management from Pepperdine University. This position does not require Senate confirmation and there is no compensation. Hanlon is a Republican.
Deborah Aspling, 61, of Carmichael, has been appointed to the Governor’s Military Council. Aspling was a line officer at JYG Innovations from 2015 to 2016 and at DTSI from 2014 to 2015. She served as deputy director at the U.S. Air Force Physical Evaluation Board from 2009 to 2014 and as a commander in the U.S. Air Force from 1998 to 2009. Aspling was a senior vice president and area manager for Kaiser Permanente from 2005 to 2008, chief operations officer at Lodi Memorial Hospital from 1994 to 2005 and assistant administrator at Sutter General Hospital from 1988 to 1994. Aspling served as a colonel in the U.S. Air Force Reserve from 1981 to 2014. She earned a Master of Business Administration degree from California State University, Sacramento. This position does not require Senate confirmation and there is no compensation. Aspling is a Republican.
Alice Astafan, 77, of Carmichael, has been appointed to the Governor’s Military Council, where she has served since 2013. Astafan served as a member of the California Veterans Board from 2006 to 2010 and the Federal Technology Center Board of Directors from 1998 to 2008. She served as a major general in the U.S. Air Force from 1960 to 1998. Astafan earned Master of Science degrees in international affairs and early childhood education from California State University, Sacramento. This position does not require Senate confirmation and there is no compensation. Astafan is a Republican.
David Baldwin, 52, of Fair Oaks, has been appointed to the Governor’s Military Council, where he has served since 2013. Baldwin has served as adjutant general of the California National Guard since 2011. He served in several positions at the California Military Department from 1986 to 2010, including joint staff chief, plans and operations director, government and community affairs deputy director, state budget officer and emergency plans and operations officer. He earned a Master of Arts degree in national strategic studies from the U.S. Army War College and a Master of Public Administration degree from the University of Southern California. This position does not require Senate confirmation and there is no compensation. Baldwin is a Republican.
Thomas R. Berard, 59, of Palmdale, has been appointed to the Governor’s Military Council, where he has served since 2013. Berard has been director of business development for west coast operations at the COLSA Corporation since 2012. He served as executive director at the Air Force Flight Test Center, Edwards Air Force Base from 2008 to 2011 and at the U.S. Army White Sands Missile Range from 2005 to 2008. Berard served in several positions in the U.S. Air Force from 1979 to 2004, including range division chief, director of engineering and division chief of development engineering. He earned a Master of Science degree in electrical engineering from California State University, Northridge. This position does not require Senate confirmation and there is no compensation. Berard is a Republican.
Jody Breckenridge, 63, of Pleasant Hill, has been appointed to the Governor’s Military Council, where she has served since 2013. Breckenridge was commander of the pacific area in the U.S. Coast Guard from 2009 to 2010, where she served as director of strategic transformation from 2007 to 2009 and deputy commandant of human resources from 2008 to 2009. She was commander of the eleventh district in the U.S. Coast Guard from 2006 to 2007, where she served as maintenance and logistics commander from 2003 to 2006. Breckenridge earned a Master of Science degree in natural resource strategy from the National Defense University and a Master of Public Policy degree from the University of Maryland. This position does not require Senate confirmation and there is no compensation. Breckenridge is a Democrat.
Rocky J. Chavez, 64, of Oceanside, has been appointed to the Governor’s Military Council, where he has served since 2013. Chavez has served as a member of the California State Assembly since 2012. He served as undersecretary at the California Department of Veterans Affairs from 2009 to 2010 and as a member of the Oceanside City Council from 2002 to 2009. Chavez served as a marine officer in the U.S. Marine Corps from 1974 to 2002. This position does not require Senate confirmation and there is no compensation. Chavez is a Republican.
Philip Coyle, 81, of Sacramento, has been appointed to the Governor’s Military Council, where he has served since 2013. Coyle served as associate director for national security and international affairs at the White House Office of Science and Technology Policy from 2010 to 2012 and was senior advisor at the World Security Institute from 2001 to 2010 and a member of the Defense Base Realignment and Closure Commission from 2005 to 2006. He was assistant secretary of defense and director of operational test and evaluation at the U.S. Department of Defense from 1994 to 2001 and laboratory associate director at the Lawrence Livermore National Laboratory from 1981 to 1993. He earned a Master of Science degree in mechanical engineering from the Thayer School of Engineering at Dartmouth College. This position does not require Senate confirmation and there is no compensation. Coyle is registered without party preference.
Joseph Czyzyk, 68, of Rolling Hills, has been appointed to the Governor’s Military Council, where he has served since 2013. Czyzyk has been chief executive officer at Mercury Air Group Inc. since 1999. He served as a petty officer in the U.S. Navy from 1966 to 1970. Czyzyk is chair of the U.S. Vets Board of Directors and treasurer of the Homeland Security Advisory Council Board of Directors. This position does not require Senate confirmation and there is no compensation. Czyzyk is a Republican.
Charles Giacchi, 68, of Camarillo, has been appointed to the Governor’s Military Council, where he has served since 2013. Giacchi has been principal partner at Strategic Management Partners LLC since 2007. He was technical director at the U.S. Naval Surface Warfare Center from 2004 to 2007, a member of the Senior Executive Service from 1997 to 2007 and executive director at the U.S. Naval Surface Warfare Center’s Port Hueneme Division from 1997 to 2004, where he held several positions from 1972 to 1997, including director of engineering, director of logistics, department manager and project engineer. Giacchi earned a Master of Science degree in systems management from the University of Southern California. This position does not require Senate confirmation and there is no compensation. Giacchi is a Republican.
Jacqui Irwin, 54, of Thousand Oaks, has been appointed to the Governor’s Military Council, where she has served since 2015. Irwin has served as a member of the California State Assembly since 2014. She was a member of the Thousand Oaks City Council from 2005 to 2014 and a systems engineer at Teledyne Systems from 1988 to 1992 and at the Johns Hopkins University Applied Physics Laboratory from 1985 to 1988. Anthony L. Jackson, 66, of Fallbrook, has been appointed to the Governor’s Military Council, where he has served since 2013. Jackson served in several positions in the U.S. Marine Corps from 1975 to 2011, including commanding general of Marine Corps Installations West, Base Camp Pendleton. He earned a Master of Arts degree in history from California State University, San Jose. This position does not require Senate confirmation and there is no compensation. James A. Johnson, 71, of San Diego, has been appointed to the Governor’s Military Council, where he has served since 2013. Johnson was president of the San Diego Military Advisory Council in 2012 and president and chief executive officer at Meals on Wheels from 2006 to 2008. Johnson served in several positions in the U.S. Navy Medical Corps from 1977 to 2005, including as rear admiral, commander of the Naval Medical Center San Diego and director of the Tricare Regional Office West. Johnson earned a Doctor of Medicine degree from the University of Rochester School of Medicine and Dentistry. This position does not require Senate confirmation and there is no compensation. Johnson is a Democrat.
Dennis Kenneally, 69, of San Diego, has been appointed to the Governor’s Military Council, where he has served since 2013. Kenneally has been executive director at the Southwest Defense Alliance since 2010, a lecturer of homeland security and emergency management at San Diego State University since 2008 and principal consultant at Business Associates International LLC since 2006. He was assistant chief at the California Bureau of Automotive Repair from 2006 to 2007, executive director at the California Board of Parole Hearings from 2005 to 2006 and commanding general in the California Army National Guard from 2002 to 2004. Kenneally is chair of Honoring Our Troops and a member of the Oak Ridge Associated Universities Board of Directors and the Association of Former Intelligence Officers. He earned a Master of Business Administration degree from Marymount University and a Master of Public Administration degree from San Diego State University. Janet Nguyen, 39, of Fountain Valley, has been appointed to the Governor’s Military Council, where she has served since 2016. Nguyen has served as a member of the California State Senate since 2014. She served as a member of the Orange County Board of Supervisors from 2007 to 2014 and the Garden Grove City Council from 2004 to 2007. This position does not require Senate confirmation and there is no compensation. Nguyen is a Republican.
Daniel T. Oliver, 70, of Aptos, has been appointed to the Governor’s Military Council, where he has served since 2015. Oliver was president at the Naval Postgraduate School from 2007 to 2012, at the Apogen Technologies Inc. National Security Sector from 2004 to 2007 and at Science Engineering Associates Inc. in 2003, where he was chief executive officer from 2001 to 2002. Oliver served in the U.S. Navy from 1966 to 1999, where he was chief of naval personnel from 1996 to 1999. He is a graduate of the Harvard Business School Advanced Management Program and earned a Master of Education degree in guidance and counseling from the University of Virginia. Eldon P. Regua, 60, of Manteca, has been appointed to the Governor’s Military Council. Regua was general manager at Creation Technologies from 2013 to 2014. He served as deputy commanding general in the Eighth U.S. Army from 2011 to 2013 and as commanding general for the 104th Training Division and 75th Mission Command Division in the U.S. Army Reserve from 2007 to 2011. Regua was a commodity management consultant at the Celestica Corporation from 2000 to 2007. He earned a Master of Science degree in strategic studies from the U.S. Army War College and a Master of Business Administration degree from Chapman University. Richard Roth, 65, of Riverside has been appointed to the Governor’s Military Council, where he has served since 2013. Roth has served as a member of the California State Senate since 2012. He served in the U.S. Air Force from 1975 to 2007. Roth was an attorney at Reid and Hellyer from 1981 to 2003. He earned a Juris Doctor degree from the Emory University School of Law. Kenneth Slaght, 66, of San Diego, has been appointed to the Governor’s Military Council, where he has served since 2015. Slaght has been president at the San Diego Cyber Center of Excellence since 2014. He was vice president and general manager at General Dynamics Information Technology from 2007 to 2014 and served as a rear admiral in the U.S. Navy from 1970 to 2006. Slaght earned a Master of Science degree in computer systems from the Navy Postgraduate School. This position does not require Senate confirmation and there is no compensation. Slaght is a Republican.
Eugene L. Tattini, 72, of Glendale, has been appointed to the Governor’s Military Council, where he has served since 2013. Tattini was deputy director at the National Aeronautics and Space Administration’s Jet Propulsion Laboratory from 2001 to 2013. He served in the U.S. Air Force from 1965 to 2001, retiring with the rank of lieutenant general. Tattini earned a Master of Business Administration degree from Oklahoma City University.
