Governor Brown Announces Appointments

SACRAMENTO – Governor Edmund G. Brown Jr. today announced the following appointments.

Jeanne Scherer, 54, of Dixon, has been appointed chief counsel at the California Department of Transportation, where she has been acting chief counsel since 2014, deputy chief counsel since 2012 and has served in several positions since 1991, including assistant chief counsel and deputy attorney. She was an associate at Weintraub, Genshlea, Hardy, Erich and Brown from 1988 to 1991 and at Robert G. Holderness and Associates from 1987 to 1988. Scherer earned a Juris Doctor degree from the University of Pacific, McGeorge School of Law. This position does not require Senate confirmation and the compensation is $156,000. Scherer is a Democrat.

Mark Mulliner, 45, of Corning, has been appointed to the 30th District Agricultural Association, Tehama District Fair Board of Directors. Mulliner has been business manager at Plumbers and Pipefitters Local Union 228 since 2011. He was a piping superintendent at Danick Mechanical from 2010 to 2011, at McGuire and Hester from 2009 to 2010 and at Gemma Power Systems from 2008 to 2009. Mulliner was a project manager at Lyles Mechanical from 2005 to 2008 and a foreman at Frank and Booth from 2000 to 2005. This position does not require Senate confirmation and there is no compensation. Mulliner is a Democrat.

Robert Blink, 62, of San Francisco, has been appointed to the California Occupational Safety and Health Standards Board. Blink has been an occupational medicine physician at Vista Oaks Occupational Medicine since 2010 and chief executive officer and medical director at the Worksite Partners Medical Group since 1988. He was vice president and medical director at WorkCare from 2004 to 2009 and medical director at the Concentra Medical Center from 1998 to 2002, at Occupational Medicine Associates-AMHealth from 1994 to 1998, at Hughes-Lewis Associates from 1984 to 1988 and at Sutter Medical Group from 1981 to 1984. Blink was an emergency medical physician at Emergency Medical Systems from 1980 to 1981 and at Mid-America Medical Services from 1979 to 1980. He earned a Doctor of Medicine degree from the University of Wisconsin School of Medicine and Public Health and a Master of Public Health degree in environmental health from the University of California, Berkeley School of Public Health. This position does not require Senate confirmation and the compensation is $100 per diem. Blink is registered without party preference.

David Harrison, 43, of Suisun City, has been reappointed to the California Occupational Safety and Health Standards Board, where he has served since 2012. Harrison has been district representative and auditor at the Operating Engineers Local Union 3 since 2013, where he has held several positions since 1995, including director of safety, business representative and marine construction worker. He served in the U.S. Army from 1990 to 2000. Harrison is a member of the Napa and Solano Counties Central Labor Council and the Napa-Solano Building and Construction Trades Council. This position does not require Senate confirmation and the compensation is $100 per diem. Harrison is a Democrat.

John Sacco, 60, of Rocklin, has been appointed to the California Occupational Safety and Health Standards Board. Sacco has been principal industrial hygienist and safety engineer at Earthshine Consulting Inc. since 1998. He was risk manager at the Association of California Water Agencies Joint Powers Insurance Authority from 1993 to 1998, senior industrial hygienist at Continental Technical Services from 1985 to 1993 and an industrial hygienist and safety professional at the Fireman’s Fund from 1977 to 1985. Sacco earned a Master of Science degree in environmental sciences from the University of Texas at Dallas. This position does not require Senate confirmation and the compensation is $100 per diem. Sacco is a Democrat.

Barbara Smisko, 63, of Berkeley, has been reappointed to the California Occupational Safety and Health Standards Board, where she has served since 2012. Smisko has been executive director of national environmental health and safety at Kaiser Permanente since 1994. She was senior staff representative for environmental compliance at United Airlines from 1991 to 1994, a project manager at the ENSR Corporation from 1988 to 1991 and a trainer at the IT Corporation from 1985 to 1988. Smisko is a board-certified safety professional and a member of the American Society of Safety Engineers and the Disability Management Employer Coalition. This position does not require Senate confirmation and the compensation is $100 per diem. Smisko is a Republican.

Laura Stock, 61, of Berkeley, has been reappointed to the California Occupational Safety and Health Standards Board, where she has served since 2012. Stock has been director of the Labor Occupational Health Program at the University of California, Berkeley since 2012, where she has served in several positions since 1982, including associate director and program coordinator. She was a health educator at the Roxbury Comprehensive Community Health Center from 1980 to 1981 and a counselor at the Dimock Community Health Center from 1977 to 1980. Stock is a member of the American Public Health Association and the National Institute for Occupational Safety and Health’s National Occupational Research Agenda Healthcare and Social Assistance Sector Council. This position does not require Senate confirmation and the compensation is $100 per diem. Stock is a Democrat.

David Thomas, 57, of Fairfield, has been reappointed to the California Occupational Safety and Health Standards Board, where he has served since 2010. Thomas has been a contract compliance officer at the Northern California District Council of Laborers since 2009. He is a member of the San Joaquin Building and Construction Trades Council. This position does not require Senate confirmation and the compensation is $100 per diem. Thomas is a Democrat.
