Governor Brown Announces Appointments

SACRAMENTO – Governor Edmund G. Brown Jr. today announced the following appointments.

John Boyd, 45, of Folsom, has been reappointed to the California Mental Health Services Oversight and Accountability Commission, where he has served since 2013. Boyd has been chief executive officer at the Sutter Solano Medical Center and at the Sutter Center for Psychiatry since 2014 and has been regional executive for behavioral health at the Sutter Health Sacramento Sierra Region since 2014, where he was chief administrative officer of regional behavioral health and continuing care from 2008 to 2014. Boyd was assistant administrator at the Kaiser Permanente Sacramento Medical Center from 2007 to 2008 and held several positions at Shriners Hospitals for Children from 1999 to 2006, including Western Region director of development. He served as a member of the Sacramento Planning and Design Commission from 2004 to 2008. Boyd is a fellow at the American College of Healthcare Executives. He earned a Doctor of Psychology degree from the California School of Professional Psychology and a Master of Health Administration degree from the University of Southern California. This position does not require Senate confirmation and there is no compensation. Boyd is a Democrat.

Bill Brown, 58, of Lompoc, has been reappointed to the California Mental Health Services Oversight and Accountability Commission, where he has served since 2010. Brown has served as sheriff of Santa Barbara County since 2007. He served as chief of police at the Lompoc Police Department from 1995 to 2007 and at the Moscow, Idaho Police Department from 1992 to 1995. Brown is secretary of the California State Sheriffs’ Association. He earned a Master of Public Administration degree from the University of Southern California and is a graduate of the Federal Bureau of Investigation National Executive Institute. This position does not require Senate confirmation and there is no compensation. Brown is a Republican.

Sheri Farinha, 55, of Gold River, has been appointed to the California Domestic Violence Advisory Council. Farinha has been chief executive officer at NorCal Services for Deaf and Hard of Hearing since 1993. She was interim chief executive officer at the Greater Los Angeles Agency on Deafness from 1999 to 2003, where she was chief administrative officer from 1984 to 1993. Farinha is chair of the California Coalition of Agencies Serving the Deaf and Hard of Hearing Board of Directors. She earned a Master of Arts degree in special education from California State University, Northridge. This position does not require Senate confirmation and there is no compensation. Farinha is a Democrat.

John Schneider, 53, of Benicia, has been reappointed to the State Board of Pilot Commissioners for the Bays of San Francisco, San Pablo and Suisun, where he has served since 2013. He has been marine operations manager at the Tesoro Corporation since 2014, where he has held several positions since 2006, including marine manager, single point mooring operations manager and marine superintendent. Schneider was a ship’s officer for the Alaska Tanker Company from 1999 to 2006 and for the Maritime Overseas Company from 1989 to 1999. This position requires Senate confirmation and there is no compensation. Schneider is registered without party preference.

Bill Slaton, 67, of Carmichael, has been reappointed to the California Public Employees Retirement System Board of Administration, where he has served since 2012. Slaton was bank director at Placer Sierra Bancshares from 2002 to 2007 and at Sacramento Commercial Bank from 1997 to 2002. He was regional vice president at ePlus Inc. from 1992 to 2002, at PacifiCorp Capital from 1987 to 1992 and at Municipal Leasing from 1980 to 1987. Slaton was a marketing representative at Federal Leasing Inc. from 1977 to 1980 and at IBM from 1969 to 1977. He is a member of the Sacramento Municipal Utility District Board of Directors. This position does not require Senate confirmation and the compensation is $100 per diem. Slaton is a Democrat.
