SACRAMENTO – Governor Edmund G. Brown Jr. today announced the following appointments.
Connie Gipson, 50, of Bakersfield, has been appointed associate director of general population male offenders at the California Department of Corrections and Rehabilitation, where she has served as acting associate director of general population male offenders since 2013. Gipson held several positions at California State Prison, Corcoran from 2010 to 2013, including warden, acting warden and chief deputy administrator. She was a correctional administrator at North Kern State Prison from 2008 to 2010 and held several positions at Wasco State Prison from 1997 to 2008, including correctional captain, business manager and health program coordinator. Gipson held several positions at the California Institution for Women from 1988 to 1997, including senior medical technical assistant and medical technical assistant. This position requires Senate confirmation and the compensation is $142,548. Gipson is a Democrat.
Deborah Hysen, 53, of Granite Bay, has been appointed director of the Division of Facility Planning, Construction, and Management at the California Department of Corrections and Rehabilitation, where she has served as acting director since 2014 and has held several positions since 2007, including deputy director and chief deputy secretary. She was a special consultant at the California Department of Corrections and Rehabilitation in 2007 and held multiple positions at the California Department of General Services from 1997 to 2006, including acting chief deputy director, assistant chief, regional manager, manager, assistant deputy director at the Real Estate Services Division and acting director of California Performance Review. Hysen was a senior property manager at Insignia Commercial Group from 1989 to 1997 and general manager at Optima Capital Management from 1986 to 1989. She was a property manager at Columbia Savings and Loan from 1984 to 1986. This position requires Senate confirmation and the compensation is $157,884. Hysen is a Republican.
Kimberly Hughes, 50, of Corona has been appointed warden at the California Institution for Women, where she has served as acting warden since 2013. Hughes served in several positions at the California Rehabilitation Center from 2010 to 2013, including chief deputy administrator and correctional administrator. She was a correctional captain at Chuckawalla Valley State Prison from 2006 to 2010 and held several positions at Calipatria State Prison from 1992 to 2006, including parole agent, correctional counselor and officer. Hughes was a correctional officer at the Richard J. Donovan Correctional Facility from 1990 to 1992. This position does not require Senate confirmation and the compensation is $135,828. Hughes is a Democrat.
Jeffrey Macomber, 45, of Sacramento, has been appointed warden at California State Prison, Sacramento, where he has served as acting warden since 2014 and has held several positions since 2008, including chief deputy administrator and correctional administrator. He held several positions at the California Department of Corrections and Rehabilitation from 2004 to 2008 and from 1994 to 2000, including correctional administrator, captain, staff services manager and associate governmental programs analyst. Macomber was a correctional business manager at the Richard A. McGee Correctional Training Center from 2000 to 2004 and served as a correctional officer at Ironwood State Prison from 1993 to 1994. This position does not require Senate confirmation and the compensation is $135,828. Macomber is a Republican.
Jerome Price, 57, of Turlock has been appointed warden at the Deuel Vocational Institution, where he has served as acting warden since 2012 and has held several positions since 2011, including chief deputy administrator and correctional administrator. He served in several positions at the Sierra Conservation Center from 2003 to 2011 and from 1991 to 1996, including correctional administrator, captain, lieutenant, correctional counselor and sergeant. Price was a correctional lieutenant at the Northern California Women’s Facility from 1998 to 2003 and at the California Department of Corrections and Rehabilitation from 1996 to 1998. Price was a correctional sergeant at San Quentin State Prison from 1990 to 1991, where he was a correctional officer from 1986 to 1987, and served as a correctional officer at the Deuel Vocational Institution from 1987 to 1990. This position does not require Senate confirmation and the compensation is $135,828. Price is a Democrat.
Stuart Sherman, 52, of Visalia, has been appointed warden at the California Substance Abuse Treatment Facility and State Prison, Corcoran, where he has served as acting warden since 2013 and has served in several positions since 2004, including chief deputy administrator and correctional administrator. He held multiple positions at California State Prison, Corcoran from 1997 to 2004, including correctional administrator, captain and correctional counselor. Sherman was a correctional counselor at North Kern State Prison from 1993 to 1997 and at the California Correctional Institution from 1991 to 1993. He was a correctional officer at the California Medical Facility from 1986 to 1991 and a cadet at the Richard A. McGee Correctional Training Center in 1986. This position does not require Senate confirmation and the compensation is $135,828. Sherman is a Republican.
