Governor Brown Signs Legislation to Protect Senior Citizens

SACRAMENTO – Governor Edmund G. Brown Jr. today signed legislation to help California’s senior citizens and protect the health and safety of seniors residing in assisted living facilities across the state.

The Governor signed the following bills today:

– AB 1570 by Assemblymember Wesley Chesbro (D-Arcata): Increases training requirements for licensees and direct care staff of residential care facilities for the elderly.
– AB 1751 by Assemblymember Richard H. Bloom (D-Santa Monica): Requires resident representation on governing boards of residential care facilities for the elderly and quarterly reporting of financial statements.
– AB 1899 by Assemblymember Cheryl Brown (D-San Bernardino): Prohibits the reinstatement of a license for licensees of residential care facilities for the elderly who abandon a facility, resulting in a threat to the residents’ health and safety.
– AB 2044 by Assemblymember Freddie Rodriguez (D-Pomona): Enacts additional staffing and health and safety requirements at residential care facilities for the elderly.
– AB 2171 by Assemblymember Bob Wieckowski (D-Fremont): Establishes statutory rights for residents of privately operated residential care facilities for the elderly and requires them to be displayed in the facility.
– AB 2231 by Assemblymember Richard S. Gordon (D-Menlo Park): Reestablishes program to provide property tax deferment to seniors and disabled persons.
– SB 895 by Senator Ellen Corbett (D-Hayward): Requires residential care facilities for the elderly to remedy licensing deficiencies within 10 days of notification.
– SB 911 by Senator Marty Block (D-San Diego): Increases training requirements for administrators of residential care facilities for the elderly and certain direct care staff who assist with specific tasks.
– SB 1153 by Senator Mark Leno (D-San Francisco): Permits suspension of new admissions to a residential care facility that has made violations which constitute a risk to the health and safety of residents.
– SB 1382 by Senator Marty Block (D-San Diego): Increases residential care facility for the elderly annual licensure fees to support activities of the licensing program.
