SACRAMENTO – Governor Edmund G. Brown Jr. today announced the following appointments.
Joyce Dudley, 61, of Carpinteria, has been reappointed to the Commission on Peace Officer Standards and Training, where she has served since 2013. Dudley has served as Santa Barbara County district attorney since 2010 and served as deputy district attorney in the Santa Barbara County District Attorney’s Office from 1990 to 2010. She was director of child development programs at the Community Action Commission of Santa Barbara County from 1984 to 1988 and child development director at the Children’s Home Society of California from 1979 to 1984. Dudley earned a Master of Education degree in early childhood education from Antioch University, a Master of Arts degree in education from the University of California, Santa Barbara and a Juris Doctor degree from the Santa Barbara College of Law. This position requires Senate confirmation and there is no compensation. Dudley is a Democrat.
Sandra Hutchens, 59, of Dana Point, has been reappointed to the Commission on Peace Officer Standards and Training, where she has served since 2012. Hutchens has served as sheriff-coroner of Orange County since 2008. She served in several positions at the Los Angeles County Sheriff’s Department from 1976 to 2007, including division chief for homeland security, commander, captain, lieutenant and deputy. This position requires Senate confirmation and there is no compensation. Hutchens is a Republican.
Laurie Smith, 63, of San Jose, has been reappointed to the Commission on Peace Officer Standards and Training, where she has served since 2012. Smith has served as sheriff of Santa Clara County since 1998 and has served in several positions at the Santa Clara County Sheriff’s Office since 1973, including assistant sheriff, lieutenant, sergeant, deputy sheriff matron and deputy. She earned a Master of Science degree in management from California State Polytechnic University, Pomona. This position requires Senate confirmation and there is no compensation. Smith is a Republican.
Brian Anderson, 50, of Carlsbad, has been appointed to the State Board of Mining and Geology. Anderson has been vice president of property permitting and environment at Vulcan Materials Company since 2013, where he has held several positions since 2002, including director of environment, regulatory affairs and sustainable development, environmental affairs manager and area resources manager. He held several positions at Brown and Caldwell Inc. from 1994 to 2002, including program leader, operations manager and senior project manager. Anderson earned a Master of Science degree in geological sciences from the University of California, Riverside. This position requires Senate confirmation and the compensation is $100 per diem. Anderson is a Republican.
Michael Mendez, 36, of Sacramento, has been appointed to the State Mining and Geology Board. Mendez has been a researcher at the University of California Center for Global Healthy Cities since 2013 and a Ford Foundation pre-doctoral fellow at the University of California, Berkeley since 2010. He was legislative director of academic and biomedical research at the University of California, Office of the President from 2008 to 2010, a senior government affairs advocate at Blue Shield of California from 2006 to 2008 and a senior legislative aide in the office of California State Assemblymember Cindy Montañez from 2003 to 2006. Mendez is a member of Ubuntu Green Board of Directors and served as a commissioner and vice-chair of the City of Sacramento Planning Commission from 2008 to 2012. He earned a Master of City Planning degree from the Massachusetts Institute of Technology. This position requires Senate confirmation and the compensation is $100 per diem. Mendez is a Democrat.
