Governor Brown Announces Appointments

SACRAMENTO – Governor Edmund G. Brown Jr. today announced the following appointments.

Giles Giovinazzi, 40, of Springfield, Virginia, has been appointed federal transportation liaison at the California Department of Transportation and the California High-Speed Rail Authority. Giovinazzi has been staff director for the Subcommittee on Aviation at the U.S. House of Representatives Committee on Transportation and Infrastructure since 2009, where he has served in various positions since 2002, including senior counsel and counsel. Giovinazzi served as legislative counsel for Congressman James McGovern from 1999 to 2002 and was an attorney contractor for the U.S. Department of Justice Civil Rights Division from 1998 to 1999. He is a lieutenant commander in the U.S. Navy Reserve, where he has served in various positions since 2004, including lieutenant and intelligence officer. Giovinazzi earned a Juris Doctor degree from Tulane University Law School. This position does not require Senate confirmation and the compensation is $128,064. Giovinazzi is a Democrat.

Will Koch, 38, of Mather, has been appointed deputy director of the California Competes Tax Credit Program at the Governor’s Office of Business and Economic Development, where he has been deputy director of legislative and inter-governmental affairs since 2012. Koch held multiple positions at the California Franchise Tax Board from 1998 to 2012, including legislative analyst, personal income tax technical advisor, tax collection specialist and tax collector. This position does not require Senate confirmation and the compensation is $110,004. Koch is a Democrat.

Gerald Maginnity, 63, of Elk Grove, has been appointed deputy state librarian at the California State Library, where he has been acting state librarian since 2012 and has served in various positions since 2005, including bureau chief of library development services and assistant bureau chief of library development services. He was a coordinator at the Mountain Valley Library System from 1989 to 2005 and associate county librarian for reference and information services at the Fresno County Free Library from 1982 to 1989. Maginnity was the Vallejo region librarian for the Solano County Library from 1980 to 1982 and a coordinator for the Serra Cooperative Library System from 1978 to 1980. He was supervising librarian at the Lassen County Free Library from 1977 to 1978 and an instructional aide for California Region 2 of the U.S. Department of Education Migrant Education Program in 1977. Maginnity was a library advisor at the Insituto Tecnológico y de Estudios Superiores de Monterrey from 1974 to 1976 and a library assistant at the University of Western Ontario Health Science Library from 1972 to 1974 and at the Upper Arlington Public Library from 1969 to 1972. He is a member of La Asociacion de Bibliotecarios de Baja California, the California Library Association and the American Library Association. Maginnity earned a Master of Science degree in library science from the University of Western Ontario. This position does not require Senate confirmation and the compensation is $111,816. Maginnity is a Democrat.

Nicole Adler, 19, of Redwood City, has been appointed to Area Board V of the California State Council on Developmental Disabilities. Adler has been a student at Woodside High School since 2010 and a member of the Sequoia Union High School District Parent Teacher Student Association since 2012, where she was the Woodside High School representative in 2012. She was the Woodside High School student representative at the Sequoia Union High School District Student Advisory Board in 2012. This position does not require Senate confirmation and there is no compensation. Adler is a Democrat.
