Governor Brown Announces Appointments

SACRAMENTO – Governor Edmund G. Brown Jr. today announced the following appointments.

William Hasencamp, 51, of Los Angeles, has been appointed to the Colorado River Basin Salinity Control Forum and to the Colorado River Basin Salinity Control Advisory Council. Hasencamp has been manager of Colorado River resources at the Metropolitan Water District of Southern California since 2001. He was principal engineer at the Contra Costa Water District from 1995 to 2001 and associate engineer at the Los Angeles Department of Water and Power from 1987 to 1995. Hasencamp is a member of the Colorado River Water Users Association. He earned a Master of Business Administration degree from Pepperdine University. This position does not require Senate confirmation and there is no compensation. Hasencamp is registered without party preference.

Brantley Choate, 50, of Valencia, has been appointed superintendent of correctional education at the California Department of Corrections and Rehabilitation. Choate has been director of inmate educational programs at the Los Angeles County Sheriff’s Department since 2011 and an adjunct faculty member at the University of Phoenix since 2002. He was director of career and technical education at the Sacramento City Unified School District, Charles A. Jones Career and Technical Education Center from 2008 to 2011 and held multiple positions at the Hayward Adult School from 2007 to 2008, including principal and assistant principal. Choate was chair of the School of Education at the University of Phoenix, Sacramento Valley campus from 2003 to 2006. He founded the Golden Hills School in 1992, where he was principal from 1992 to 2003, and was owner of El Dorado Tutorial Center from 1990 to 1993. Choate was an English as a second language teacher for the Liberty Union High School District from 1988 to 1990 and for the Brentwood Union School District from 1987 to 1991. He earned Doctor of Education and Master of Arts degrees in educational leadership from Saint Mary’s College. This position does not require Senate confirmation and the compensation is $135,000. Choate is a Republican.

Shannon Swain, 49, of Alamo, has been appointed deputy superintendent of correctional education at the California Department of Corrections and Rehabilitation. Swain has been a subject matter expert in correctional education at Synergy Technology and Correctional Services since 2012. She held multiple positions for the California Department of Corrections and Rehabilitation Parolee Education Programs at the Contra Costa County Office of Education from 1989 to 2012, including principal, program manager, project coordinator and teacher. Swain was an assistant program manager at Orange County Youth and Family Services from 1984 to 1989. This position does not require Senate confirmation and the compensation is $121,908. Swain is a Democrat.

Douglas La Belle, 70, of Costa Mesa, has been appointed to the 32nd District Agricultural Association, Orange County Fair Board of Directors, where he has served since 2010. La Belle served as Chino Hills city manager from 1995 to 2009 and Signal Hill city manager from 1989 to 1995. He was deputy city administrator and director of economic development for the City of Huntington Beach from 1984 to 1989 and director of environmental affairs for the City of Cerritos from 1977 to 1984. La Belle was community development director for the City of Garden Grove from 1973 to 1977 and city administrator for the City of Marysville from 1972 to 1973. He was an assistant to the La Mesa city manager from 1967 to 1972 and an assistant administrative analyst at the Garden Grove City Manager’s Office from 1964 to 1967. This position does not require Senate confirmation and there is no compensation. La Belle is a Republican.

Hallie Wass, 43, of Mariposa, has been appointed to the 35a District Agricultural Association, Mariposa County Fair and Homecoming Board of Directors. Wass has been a child support assistant at the Mariposa County Department of Child Support Services since 2012. She was a fire membership coordinator at the Mariposa County Fire Department from 2008 to 2012, marketing account manager at NorthStar Real Estate Lending from 2006 to 2008 and a loan officer at Wells Fargo Home Mortgage from 2004 to 2006. Wass was a customer service supervisor at Remedy Staffing Services in 2004 and human resources coordinator at Tokyo Electron America Inc. from 2000 to 2004. Wass is a director of the Mariposa Future Farmers of America Boosters, vice president of the Mariposa County Little League and hospitality chairman of the Mariposa County High School Grizzlies Boosters Club. This position does not require Senate confirmation and there is no compensation. Wass is a Republican.

Thomas Williams, 59, of Mariposa, has been appointed to the 35a District Agricultural Association, Mariposa County Fair and Homecoming Board of Directors, where he has served 2007. Williams was a medical driver for the Mariposa County Senior Center from 2006 to 2012. He served as a correctional officer at the California Department of Corrections and Rehabilitation Sierra Conservation Center from 2004 to 2006 and at the California Youth Authority from 1984 to 2004. He was a contract mail carrier at the Mariposa County Department of Transportation from 1978 to 1984 and an infantry sergeant in the U.S. Army from 1974 to 1978. He is the Mother Lode representative on the Western Fairs Association Board of Directors and a charter member of the Mariposa Future Farmers of America Boosters. Williams is District 11 Commander of the Veteran of Foreign Wars and a leader and council member at the Mariposa County 4-H Club. This position does not require Senate confirmation and there is no compensation. Williams is a Republican.
