Governor Brown Announces Appointments

SACRAMENTO – Governor Edmund G. Brown Jr. today announced the following appointments.

Glen Wayne Babby, 47, of Elk Grove, has been appointed deputy director of the California Department of Corrections and Rehabilitation, Office of Research, where he has served as acting deputy director since 2013. Babby was a technical project manager at the California Department of Corrections and Rehabilitation from 2010 to 2013 and was branch chief of California Child Support Automation System Operations at the California Department of Child Support Services from 2005 to 2010. He was a network manager at the California State Teachers Retirement System from 2004 to 2005 and an applications manager at the California Youth Authority from 2001 to 2004. Babby was a public information and production support manager at the California Department of Consumer Affairs from 2000 to 2001 and served in multiple positions at the California Department of Corrections from 1994 to 2000, including assistant chief of support, parole and community services, administrative assistant to the deputy director of administrative services and research analyst. He served in multiple positions at the California State Treasurer’s Office from 1991 to 1994, including assistant treasury program officer and junior staff analyst. This position does not require Senate confirmation and the compensation is $116,664. Babby is a Democrat.

Ana Lasso, 37, of Los Angeles, has been appointed Exposition Park general manager. Lasso has been special facilities project manager and program manager for the Los Angeles Unified School District since 2011, where she served as acting director of joint-use development from 2006 to 2011. She was an associate real estate project manager at S and Y Capital Group from 2004 to 2006 and chief of staff for Los Angeles Unified School District board member David Tokofsky from 2002 to 2004. Lasso is a member of Hispanas Organized for Political Equality. She earned a Master of Science degree in city planning and urban design from the Massachusetts Institute of Technology. This position does not require Senate confirmation and the compensation is $121,008. Lasso is a Democrat.

Marion Spearman, 51, of Lemoore, has been appointed warden at the California Department of Corrections and Rehabilitation Correctional Training Facility, Soledad, where he has been acting warden since 2012 and served in multiple positions since 2011, including acting warden and chief deputy administrator. He served in multiple positions at Pleasant Valley State Prison from 1994 to 2011, including correctional administrator, facility captain, correctional lieutenant, sergeant and officer. He was a correctional officer at Mule Creek State Prison from 1987 to 1994. Spearman earned a Master of Science degree in criminology from Fresno State University. This position does not require Senate confirmation and the compensation is $130,668. Spearman is registered without party preference.

Betty Olson, 66, of Trabuco Canyon, has been appointed to the Western States Water Council, where she has served since 2008. Olson has been a professor of civil and environmental engineering at the University of California, Irvine Henry Samueli School of Engineering since 1974. She is a member of the Santa Margarita Water District Board of Directors and the Water Environment Federation. She earned Doctor of Philosophy and Master of Science degrees in environmental health science from the University of California, Berkeley. This position requires Senate confirmation and there is no compensation. Olson is registered without party preference.
