Governor Brown Announces Appointments

SACRAMENTO – Governor Edmund G. Brown Jr. today announced the following appointments.

Rebecca Stilling, 59, of Sacramento, has been appointed deputy director of California Department of Technology, Information Technology Project Oversight and Consulting Division. Stilling has been chief information officer and deputy director of the Technology Services Division at the California Department of Child Support Services since 2010, where she served as policy branch chief from 2009 to 2010. She was general manager of operations at Delegata from 2008 to 2009, executive director of Nelnet Guarantor Solutions LLC from 2005 to 2007 and held multiple positions at EDFund from 1997 to 2005, including president and vice president of operations. Stilling served in multiple positions at the California Student Aid Commission from 1982 to 1996, including deputy director of operations and default management, manager, supervisor and analyst. She earned a Master of Arts degree in educational administration from California State University, Fullerton. This position does not require Senate confirmation and the compensation is $128,988. Stilling is registered without party preference.

Neal Folsom, 43, of San Jose, has been appointed to Area Board VII of the California State Council on Developmental Disabilities. Folsom was a volunteer sorter at the Sunnyvale Public Library in 2011 and a sign waver for Eventz Extraordinaire from 2005 to 2010. He was a volunteer at the San Jose Public Library in 2004 and an assistant at General Aid San Jose in 2003 and at Outback Steakhouse San Jose from 2002 to 2003. Folsom was an associate at Walmart San Jose in 2001 and at Sears San Jose in 2000. He was a stockroom assistant at Kentucky Fried Chicken in Gilroy in 1997 and a janitor at Hope Workshop from 1990 to 2000. He is a member of the Statewide Self-Advocacy Network and the People First of California, Silicon Valley Independent Living Center. This position does not require Senate confirmation and there is no compensation. Folsom is a Democrat.

Sandra Yi, 27, of Montebello, has been appointed to Area Board X of the California State Council on Developmental Disabilities. Yi has been a bilingual therapist at Didi Hirsch Mental Health Services since 2012. She was a case specialist at Intercare Therapy Inc. in 2011 and a behavioral therapist for Wellspring from 2010 to 2011 and for ACES Inc. in 2009. Yi was a respite worker at TERI Inc. from 2008 to 2009 and served in multiple positions for the University of California, San Diego’s Sixth College from 2006 to 2009, including orientation staff and senior orientation leader. She was a legal assistant at the Law Offices of William J. Ward and Associates from 2007 to 2009. Yi is a registered trainer for the Applied Suicide Intervention Skills Training workshop at LivingWorks and a member of the California Association of Marriage and Family Therapists. This position does not require Senate confirmation and there is no compensation. Yi is a Democrat.
