SACRAMENTO – Governor Edmund G. Brown Jr. today announced the following appointments.
Samuel Dean, 81, of Bishop, has been appointed to the 18th District Agricultural Association, Eastern Sierra Tri-County Fair Board of Directors, where he has served since 1995. Dean served as District Three supervisor on the Inyo County Board of Supervisors from 1991 to 1995. He was owner of Dean’s Plumbing and Heating from 1959 to 2003. Dean was a journeyman at Arnold Plumbing and Heating from 1955 to 1959. He is a member of the Bishop Lions Club and the Bishop Elks Lodge. This position does not require Senate confirmation and there is no compensation. Dean is a Republican.
Paul Dostie, 60, of Mammoth Lakes, has been appointed to the 18th District Agricultural Association, Eastern Sierra Tri-County Fair Board of Directors, where he has served since 1995. Dostie served as a sergeant at the Mammoth Lakes Police Department from 1986 to 2009 and as a patrol deputy at the Mono County Sheriff’s Department from 1981 to 1985. Dostie is member of the History Flight Inc. Board. This position does not require Senate confirmation and there is no compensation. Dostie is a Republican.
Maria Kemp, 30, of Bishop, has been appointed to the 18th District Agricultural Association, Eastern Sierra Tri-County Fair Board of Directors, where she has served since 2007. Kemp has been a ranch manager at Cashbaugh Ranch since 2006. She earned a Master of Science degree from New Mexico State University. This position does not require Senate confirmation and there is no compensation. Kemp is a Republican.
Robert Levy, 49, of Markleeville, has been reappointed to the 18th District Agricultural Association, Eastern Sierra Tri-County Fair Board of Directors, where he has served since 2012. Levy has served as undersheriff at the Alpine County Sheriff’s Office since 2000, where he was deputy sheriff from 1995 to 2000. He served as deputy sheriff at the Sierra County Sheriff’s Office from 1987 to 1995. This position does not require Senate confirmation and there is no compensation. Levy is a Republican.
Joanne Parsons, 72, of Bishop, has been appointed to the 18th District Agricultural Association, Eastern Sierra Tri-County Fair Board of Directors, where she has served since 1994. Parsons has been a lodge host at Mammoth Mountain Ski Area Resort since 2013. She was a Region Ten lead for afterschool programs at the Inyo County Office of Education from 2000 to 2005. Parsons was director of the Even Start Family Literacy Program at the Lone Pine Unified School District from 1997 to 2000 and a television show host at the WestStar Cable Television Station from 1990 to 2000. She was public relations director at Furnace Creek Inn and Ranch from 1993 to 1995 and an administrator at Bishop Union High School from 1989 to 1992. Parsons is president of Altrusa International of the Eastern Sierra and a member of Rotary International and Inyo Associates. Parsons earned a Master of Education degree from the University of La Verne. This position does not require Senate confirmation and there is no compensation. Parsons is a Republican.
Barbara Bagneris, 56, of Orange, has been appointed to the 32nd District Agricultural Association, Orange County Fair Board of Directors. Bagneris has been principal financial analyst at Raytheon Space and Airborne Systems since 2010. She was a senior financial controls analyst at L-3 Interstate Electronics Corporation from 2008 to 2010 and held multiple positions at the Boeing Company from 1980 to 2008, including business analyst and program financial controls analyst. Bagneris is president of the Delta Sigma Theta Sorority Inc. Orange County Alumnae Chapter. She earned a Master of Business Administration degree from the University of Phoenix, Fountain Valley. This position does not require Senate confirmation and there is no compensation. Bagneris is a Democrat.
Jane Conover, 61, of Modesto, has been appointed to the 38th District Agricultural Association, Stanislaus County Fair Board of Directors, where she has served since 2002. Conover has been an investor and partner at Mape’s Ranch since 1995. She was a real estate agent at Conover Real Estate from 1992 to 1996. Conover is a member of the Center for Human Services, the American Cancer Society and the Stanislaus County Farm Bureau. This position does not require Senate confirmation and there is no compensation. Conover is a Democrat.
Bill Mattos, 61, of Newman, has been appointed to the 38th District Agricultural Association, Stanislaus County Fair Board of Directors, where he has served since 1995. Mattos has been president of the California Poultry Federation since 1991. He was president of Mattos Newspapers Inc. from 1976 to 2006. Mattos served as District Five supervisor on the Stanislaus County Board of Supervisors from 1990 to 1991. He was an editor and manager at Agribusiness News and Agribusiness Fieldman from 1975 to 1976 and a writer for the University of Wisconsin-Madison Agricultural News Bureau in 1975. Mattos is chairman of the California State University, Stanislaus Agriculture Advisory Committee. He earned a Master of Science degree in agricultural journalism from the University of Wisconsin-Madison. This position does not require Senate confirmation and there is no compensation. Mattos is a Republican.
