Governor Brown Announces Appointments

SACRAMENTO – Governor Edmund G. Brown Jr. today announced the following appointments.

Nancy Ward, 58, of Sacramento, has been appointed chief deputy director at the Governor’s Office of Emergency Services. Ward has served in multiple positions for Region IX of the Department of Homeland Security, Federal Emergency Management Agency since 2000, including regional administrator and director of the Response and Recovery Division. Ward was chief of the Governor’s Office of Emergency Services Disaster Assistance Division from 1993 to 2000 and a staff services manager at the California Department of Social Services from 1989 to 1993. This position does not require Senate confirmation and the compensation is $165,000. Ward is registered without party preference.

David Baldwin, 46, of Los Osos, has been appointed to the 16th District Agricultural Association, California Mid-State Fair Board of Directors. Baldwin has been a business representative at the Cement Masons Local 600 since 1995. He was a cement mason journeyman at Bechtel Construction Company from 1989 to 1995 and at Barnes Dillingham Construction Company from 1986 to 1988. He held multiple positions at Bechtel Construction Company from 1985 to 1986, including cement mason apprentice and cement mason journeyman. Baldwin was a cement mason apprentice at H.P. Holey Company from 1983 to 1984. He is a California Democratic Party Assembly district delegate and a member of the Cement Masons Union. This position does not require Senate confirmation and there is no compensation. Baldwin is a Democrat.

Daniel Brown, 69, of Sonora, has been appointed to the 29th District Agricultural Association, Mother Lode Fair Board of Directors. Brown was an engineering technician at the County of Tuolumne Public Works Department from 2002 to 2010. He was a civil engineering technician at the U.S. Department of Agriculture Forest Service from 1976 to 2002, a driver’s license examiner at the California Department of Motor Vehicles, Livermore in 1976 and an engineering technician at California Department of Transportation from 1970 to 1976. Brown was an E4 in the U.S. Navy Seabees from 1966 to 1968. He is treasurer of the Vietnam Veterans of America, Chapter 391, president of the Native Sons of the Golden West and a member of the Sonora Elks Lodge 1587. Brown is the treasurer of AMVETS. This position does not require Senate confirmation and there is no compensation. Brown is a Democrat.

Jan Costa, 76, of Tuolumne, has been appointed to the 29th District Agricultural Association, Mother Lode Fair Board of Directors. Costa was a tribal administrator at Chicken Ranch Tribal Office of Me-Wuk Indians of California from 1995 to 2012. She was a rancher at Two Horse Ranch from 1985 to 1995 and held multiple positions at Delta Lines/California Motor Express from 1956 to 1985 including internal auditor and marketing manager. Costa is a member of the Sonora Chamber of Commerce Board and the Civic Advisory Board for Sonora Regional Medical Center. This position does not require Senate confirmation and there is no compensation. Costa is a Democrat.

Peggy Lee, 69, of Sonora, has been appointed to the 29th District Agricultural Association, Mother Lode Fair Board of Directors. Lee has been an aide at the University of California, Merced Purchasing Facilities Department since 2009. She was a temporary assistant at the University of California, Davis School of Medicine Dean’s Office from 2006 to 2008. Lee was an executive director at the Area 12 Agency on Aging from 1993 to 2005, quality control and assurance officer at the University of California, Davis Lehr Environmental Site from 1992 to 1993 and chief of staff for California State Assemblymember Norman Waters from 1979 to 1991. She was a field representative for California State Assemblymember Larry Chimbole from 1976 to 1978 and chief of staff for California State Assemblymember Pauline Davis from 1972 to 1976. Lee was an assistant in the Office of California State Senator George Moscone and a caucus assistant at the California State Senate Democratic Caucus from 1967 to 1972. This position does not require Senate confirmation and there is no compensation. Lee is registered without party preference.

Shannon Douglass, 30, of Orland, has been appointed to the 42nd District Agricultural Association, Glenn County Fair Board of Directors. Douglass has been a consultant for Pathway to Pest Control Advisers at the California Association of Pest Control Advisers since 2009. She was an outreach coordinator at the California State University, Chico College of Agriculture from 2005 to 2009. Douglass is a member of California Women for Agriculture and the California Farm Bureau Federation. This position does not require Senate confirmation and there is no compensation. Douglass is a Republican.
