Governor Brown Announces Appointments

SACRAMENTO – Governor Edmund G. Brown Jr. today announced the following appointments.

Timothy G. Belavich, 43, of Chatsworth, has been appointed deputy director of the California Department of Corrections and Rehabilitation Statewide Mental Health Program, where he has served as acting deputy director since 2012. Belavich has been acting director of the California Department of Corrections and Rehabilitation Division of Health Care Services since 2013. He served in multiple positions at California State Prison, Los Angeles County from 2006 to 2012, including chief executive officer of health care and chief of mental health. Belavich served in multiple positions at San Quentin State Prison from 2001 to 2006, including chief psychologist, senior psychologist and staff psychologist. He was a clinical psychologist at the Rehabilitation Associates of the Midwest from 1999 to 2001. Belavich earned a Doctor of Philosophy degree in clinical psychology from Bowling Green State University and a Master of Science degree in healthcare administration from the California State University, Long Beach. This position does not require Senate confirmation and the compensation is $216,000. Belavich is a Republican.

Anthony P. Capozzi, 68, of Fresno, has been appointed to the California Commission on Judicial Performance, where he has served since 2005. Capozzi has been owner and attorney at the Law Office of Anthony P. Capozzi since 1979. He was assistant U.S. attorney in charge of the U.S. Attorney’s Office, Eastern District of California Fresno Office from 1973 to 1979 and law clerk for the Honorable Omer Poos at the U.S. District Court, Southern District of Illinois from 1970 to 1973. Capozzi is a fellow at the American Board of Criminal Lawyers and at the American College of Trial Lawyers. He earned a Juris Doctor degree from the University of Toledo College of Law. This position does not require Senate confirmation and there is no compensation. Capozzi is a Democrat.

Lauren Miller, 32, of Los Angeles, has been appointed to the California Institute for Regenerative Medicine Independent Citizens’ Oversight Committee. Miller has been a screenwriter, producer and actor since 2007. She was an assistant to Steve Starkey at ImageMovers from 2004 to 2007. Miller has been active in the Alzheimer’s Association and founded the Hilarity for Charity organization to raise awareness about the disease. This position does not require Senate confirmation and the compensation is $100 per diem. Miller is a Democrat.

Oswald Steward, 65, of Laguna Beach, has been appointed to the California Institute for Regenerative Medicine Independent Citizens’ Oversight Committee, where he has served since 2004. Steward has been professor and director at the University of California, Irvine School of Medicine Reeve-Irvine Research Center since 1999. He held multiple positions at the University of Virginia, School of Medicine from 1974 to 1999, including professor of Neuroscience and Neurosurgery, chair of the Neuroscience Department and Harrison Foundation professor of Neuroscience. Steward earned a Doctor of Philosophy degree in biology from the University of California, Irvine. This position does not require Senate confirmation and the compensation is $100 per diem. Steward is a Democrat.

Connie M. Perez, 37, of Porterville, has been reappointed to the California Lottery Commission, where she has served since 2012. Perez has been a partner at Brown Armstrong Accountancy Corporation since 2011, where she has held multiple positions since 2000, including partner-in-training, manager and senior accountant. This position requires Senate confirmation and the compensation is $100 per diem. Perez is a Democrat.

Michael Medel, 36, of Goleta, has been appointed to the 19th District Agricultural Association, Santa Barbara Fair and Exposition Board of Directors. Medel has held multiple positions at Santa Barbara City College since 2003, including coordinator of student outreach and orientation and adjunct faculty member. He served as an adjunct faculty member at Oxnard College in 2008 and at Ventura College from 2006 to 2007. Medel was a teacher at Canalino Elementary School from 2001 to 2002 and a substitute teacher at Carpinteria High School in 2001. He is a member of the United Boys and Girls Clubs of Santa Barbara County Board of Directors and chair of the Goleta Clubhouse. Medel earned a Master of Arts degree in communication studies from California State University, Northridge. This position does not require Senate confirmation and there is no compensation. Medel is a Democrat.
