SACRAMENTO – Governor Edmund G. Brown Jr. today announced the following appointments.
Shelley Rouillard, 57, of Sacramento, has been appointed director of the California Department of Managed Health Care effective December 1, 2013, where she has served as chief deputy director since 2011. Rouillard served as deputy director of the California Managed Risk Medical Insurance Board, Benefits and Quality Monitoring Division from 2007 to 2011. She was program director of the Legal Services of Northern California’s Health Rights Hotline from 2006 to 2007 and from 1996 to 2004. Rouillard was chief of health policy at the California Public Employees’ Retirement System Office of Health Policy and Plan Administration in 2005. She was the principal at Rouillard Consulting from 2001 to 2004 and director of network operations at the Healthcare Compare Corporation from 1991 to 1996. Rouillard was a legislative advocate at the California Rural Legal Assistance Foundation from 1987 to 1991. This position requires Senate confirmation and the compensation is $151,672. Rouillard is a Democrat.
Christopher Lewis, 46, of Smartsville, has been appointed assistant deputy director of the California State Lottery Security and Law Enforcement Division. Lewis has been an associate corporations investigator at the California Department of Business Oversight since 2007. He served in multiple positions at the California Department of Insurance from 1998 to 2007, including insurance investigator and associate insurance investigator. Lewis was a public defender investigator at the Sacramento County Public Defender’s Office from 1997 to 1998 and a legal correspondence specialist at Franklin Templeton Investments from 1996 to 1997. He was a police cadet at the Los Angeles Police Department in 1995, a clerk at the Sacramento County District Attorney’s Office from 1994 to 1995 and a probation assistant at the Sacramento County Probation Department from 1991 to 1994. Lewis is a member of Peace Officers of California. This position does not require Senate confirmation and the compensation is $104,460. Lewis is a Republican.
Stephen Tacchini, 58, of Danville, has been appointed deputy director of the California State Lottery Security and Law Enforcement Division. Tacchini has been a private investigator and law enforcement consultant since 2012. He held multiple positions at the San Francisco Police Department from 1977 to 2012, including deputy chief of police, commander of police and police captain. Tacchini is a member of the University of San Francisco Criminal Justice Leadership Advisory Board, the San Francisco Police Credit Union Board of Directors and the San Francisco Police Officers Association. This position does not require Senate confirmation and the compensation is $114,024. Tacchini is a Republican.
Kilolo Brodie, 41, of Turlock, has been appointed to Area Board VI of the California State Council on Developmental Disabilities. Brodie has been an assistant professor in the California State University, Stanislaus Master of Social Work program since 2010 and was an assistant professor in the California State University, East Bay Master of Social Work program from 2008 to 2010. She was a project coordinator for the Title IV-E Child Welfare Stipend at California State University, East Bay from 2004 to 2008 and a supervised visitation program social worker at the Far Southeast Family Strengthening Collaborative in 2004. Brodie was a lecturer at the Catholic University of America and Eastern Mennonite University in 2003 and a family group conference project manager at the Columbia Heights Shaw Family Support Collaborative from 2001 to 2003. She was a graduate assistant at Howard University from 2000 to 2001 and served in multiple positions at the Stanislaus County Community Services Agency, Child Protective Services from 1998 to 2000, including emergency response intake worker and family reunification case worker. Brodie is a member of the National Down Syndrome Congress and Delta Sigma Theta Sorority Inc. She earned a Master of Social Work degree from California State University, Stanislaus and a Doctor of Philosophy degree in Social Work from Howard University. This position does not require Senate confirmation and there is no compensation. Brodie is a Democrat.
Nancy Clyde, 64, of Sacramento, has been appointed to the California State Council on Developmental Disabilities. Clyde has been a facilitator at Disability Rights California, ADA Resource Associates and other disability rights organizations since 1994. She was an independent living specialist at Placer Independent Resource Services from 1998 to 2001 and director of underwriting at Jordan Jones Administrators from 1986 to 1993 and at Capital Benefits Group in 1993. She held multiple positions at the American General Group Insurance Company from 1981 to 1986, including senior trust underwriter and trust underwriter. Clyde was a customer service representative at American Hardware Mutual Insurance Company in 1981 and held multiple positions at the Pacific Union Assurance Company from 1979 to 1981, including assistant manager of operations and health underwriter. This position does not require Senate confirmation and the compensation is $100 per diem. Clyde is a Democrat.
Jacqueline Horn, 66, of Sacramento, has been appointed to the California Board of Psychology. Horn has been a clinical psychologist in private practice since 1983 and a lecturer at the University of California Davis, Department of Psychology since 1981. She was director of psychological services at Heritage Oaks Hospital from 1985 to 1995, a psychologist at Eskaton from 1982 to 1985 and staff psychologist at Napa State Hospital from 1981 to 1982. Horn earned a Master of Science degree in clinical psychology and a Doctor of Philosophy degree in clinical psychology from Vanderbilt University, Peabody College of Education and Human Development. This position does not require Senate confirmation and the compensation is $100 per diem. Horn is a Democrat.
