SACRAMENTO – Governor Edmund G. Brown Jr. today announced the following appointments.
Stuart Drown, 54, of Davis, has been appointed deputy secretary for government improvement and accountability at the California Government Operations Agency. Drown has been executive director of the Little Hoover Commission since 2006. He held multiple positions at the Sacramento Bee from 1999 to 2006, including city editor, business editor and deputy business editor. Drown held multiple positions at the Akron Beacon Journal from 1991 to 1999, including business editor, assistant business editor and staff writer. He was a staff writer at the Dow Jones News Service from 1990 to 1991, at the Sun Herald from 1988 to 1990 and at the State Times from 1986 to 1988. Drown earned a Master of Public Policy degree from the University of California, Berkeley Goldman School of Public Policy. This position does not require Senate confirmation and the compensation is $127,884. Drown is a Democrat.
Timothy Gorsuch, 49, of Folsom, has been appointed director at the California Department of Alcoholic Beverage Control, where he has served in multiple positions since 1993, including chief deputy director, acting assistant director, deputy division chief, legislative officer, investigator, supervising investigator and district administrator. Gorsuch was a major-battalion executive officer for the California Army National Guard from 1983 to 2004. This position requires Senate confirmation and the compensation is $143,424. Gorsuch is a Republican.
Thomas Jay Martin, 28, of West Sacramento, has been appointed special assistant to the undersecretary of veterans homes at the California Department of Veterans Affairs. Martin has been senior constituent affairs representative in the Office of the Governor since 2013, where he has served in multiple positions since 2009, including internship program coordinator, constituent affairs representative and constituent affairs email supervisor. He was a staff assistant in the Office of Mayor Kevin Johnson in 2009. This position does not require Senate confirmation and the compensation is $54,996. Martin is registered decline-to-state.
