SACRAMENTO – Governor Edmund G. Brown Jr. today announced the following appointments.
Justin Paddock, 32, of Elk Grove, has been appointed assistant deputy director of legislative and policy review at the California Department of Consumer Affairs. Paddock has been staff service manager at the California Department of Public Health since 2013. He was an associate at Neasham and Kramer LLP in 2013, a judicial extern for Judge Garland E. Burrell at the U.S. District Court, Eastern District of California in 2012 and a legislative analyst at the California Department of Consumer Affairs from 2010 to 2013. Paddock was a law clerk at the Office of the California Attorney General in 2010, a research assistant at the University of the Pacific, McGeorge School of Law from 2009 and 2010 and a law clerk at the Roseville City Attorney’s Office in 2009. He held multiple positions at the California Air Resources Board from 2007 to 2010, including air pollution specialist and legislative analyst and was assistant to the legislative director at the Conservation Strategy Group from 2006 to 2007. Paddock earned a Juris Doctorate degree from the University of Pacific, McGeorge School of Law. This position does not require Senate confirmation and the compensation is $75,036. Paddock is a Democrat.
Salud Carbajal, 48, of Santa Barbara, has been appointed to the Alfred E. Alquist Seismic Safety Commission. Carbajal is chair of the Santa Barbara County Board of Supervisors and has been supervisor of Santa Barbara County’s First District since 2004. He was chief of staff for Santa Barbara County Supervisor Naomi Schwartz from 1993 to 2004 and served as master plan coordinator and program director at the Santa Barbara County Public Health Department from 1990 to 1992. Carbajal is a member of the California State Association of Counties. This position requires Senate confirmation and the compensation is $100 per diem. Carbajal is a Democrat.
David Rabbitt, 52, of Petaluma, has been appointed to the Alfred E. Alquist Seismic Safety Commission. Rabbitt has been supervisor of Sonoma County’s Second District since 2011. He was an independent architect from 1998 to 2010 and an associate at Donald K. Olsen, AIA & Associates from 1985 to 1998. This position requires Senate confirmation and the compensation is $100 per diem. Rabbitt is a Democrat.
Sylvia Kwan, 58, of Kentfield, has been appointed to the California Architects Board. Kwan has been founder of Kwan Henmi Architecture and Planning Inc. since 1980 and chairman since 2007. She was a junior designer at Gensler from 1978 to 1980. Kwan is a member of the American Institute of Architects, the San Francisco Chamber of Commerce and the Bay Area Council. She earned her Master of Arts degree in architecture from the University of California, Berkeley. This position does not require Senate confirmation and the compensation is $100 per diem. Kwan is a Democrat.
Margaret Parker, 69, of Santa Ana, has been appointed to the California Speech-Language Pathology and Audiology and Hearing Aid Dispensers Board. Parker has been the coordinator of the Communication Sciences and Disorders Program at California State University, Dominguez Hills since 2007, where she has held multiple positions since 1999, including lecturer and assistant and coordinator of special education and of the human services program. Parker was clinical director of Western Medical Center Santa Ana’s Center for Voice from 1992 to 1999, a speech and language pathologist in private practice from 1981 to 1991 and a speech pathologist for the Westminster School District from 1970 to 1972. She earned a Doctor of Philosophy degree in communication disorders from the University of Southern California. This position does not require Senate confirmation and the compensation is a $100 per diem. Parker is a Republican.
Sharon Pavlovich, 47, of Redlands, has been appointed to the California Board of Occupational Therapy. Pavlovich has been an assistant professor at Loma Linda University since 2004. She was a certified occupational therapy assistant at the Loma Linda University Medical Center from 1994 to 2004. Pavlovich is a member of the Occupational Therapy Association of California and the American Occupational Therapy Association. She earned a Master of Arts degree in management from the University of Redlands. This position does not require Senate confirmation and there is no compensation. Pavlovich is a Democrat.
