Scott Silsbee, 47, of Woodland, has been appointed to the State 9-1-1 Advisory Board. Silsbee is chief information officer at the California Highway Patrol, where he has served in various positions since 1988. This position does not require Senate confirmation and there is no compensation. Silsbee is a Republican.
Dr. Steven Castle, 56, of Los Angeles, has been appointed to the California Commission on Aging. Castle has been clinical director of geriatrics at the U.S. Department of Veterans Affairs Greater Los Angeles Health Care System, and professor of genetic medicine at University of California, Los Angeles since 1986. Castle has been president and chief executive officer of DrBalance Inc. since 2012. He received a Doctor of Medicine degree from Ohio State College of Medicine. This position does not require Senate confirmation and there is no compensation. Castle is a Democrat.
Judge Julie Conger, 70, of Sonoma, has been appointed to the California Commission on Aging. Conger has served as an assigned judge for the Administrative Office of the Courts since 2008. Previously, she was a superior court judge for Alameda County from 1998 to 2008, and a municipal court judge for the Berkeley-Albany Judicial District from 1983 to 1998. Conger earned a Master of Science degree in Mathematics from the Massachusetts Institute of Technology and a Juris Doctorate degree from Boalt Hall School of Law at University of California, Berkeley. This position does not require Senate confirmation and there is no compensation. Conger is a Democrat.
Stuart Greenbaum, 59, of Sacramento, has been appointed to the California Commission on Aging. Greenbaum has been president and creative director of Greenbaum Public Relations since 1991, and vice president, public relations and brand management at Eskaton since 2009. He was director of public relations for LeadingAge California from 2006 to 2008 and co-founder and communications director of the National School Safety Center from 1985 to 1990. Greenbaum was a publications specialist at the California Attorney General’s Office from 1981 to 1984, and the California District Attorneys Association from 1976 to 1980. He received a Master of School Business Administration degree from Pepperdine University. This position does not require Senate confirmation and there is no compensation. Greenbaum is a Democrat.
Marian Last, 59, of Los Alamitos, has been appointed to the California Commission on Aging, where she has served since 2010. Last served in various positions for the City of El Monte, including project director for Nutrition and Social Services from 1975 to 2011 and manager of Community and Senior Services from 1982 to 2011. Last is a certified professional counselor and a member of the National Council on Aging and the American Psychotherapy Association. She earned a Master of Arts degree in educational psychology from California State University, Long Beach. This position does not require Senate confirmation and there is no compensation. Last is a Democrat.
Barbara Mitchell, 65, of Riverside, has been appointed to the California Commission on Aging, where she has served since 2010. Mitchell served in various positions at the Riverside County Department of Mental Health from 1975 to 2012, including mental health services program manager in the division of Older Adult Services. Mitchell was a facilitator and consultant for the California Institute of Mental Health from 2010 to 2011. She is an appointed member of the Riverside County Advisory Council on Aging, and member of the California Elderly Mental Health and Aging Coalition and the National Association for Social Work. Mitchell received a Master of Social Work degree from the University of Kentucky, Lexington. This position does not require Senate confirmation and there is no compensation. Mitchell is a Democrat.
Gail Nickerson, 63, of Granite Bay, has been appointed to the California Commission on Aging. Nickerson has been director of clinic services at Adventist Health since 2004. She held multiple positions at Rosenberg and Associates, including consultant from 2000 to 2004 and office manager and consultant from 1984 to 1991. Nickerson was executive director of the NorthCountry Clinic from 1994 to 1999 and administrator at the Southern Humboldt Medical Center from 1991 to 1994. She is a member of the National and California State Rural Health Associations, the National and California Associations of Rural Health Clinics and the California Mental Health Planning Council. This position does not require Senate confirmation and there is no compensation. Nickerson is a Democrat.
Dr. Robert Petty, 66, of Monterey, has been appointed to the California Commission on Aging. Petty has been a boomer transition advisor at Partners for Transitions since 2011. He served in various positions at the Alliance on Aging from 2000 to 2011, including program manager. Petty was a counselor at De Anza College from 1985 to 1986, and held multiple positions at Santa Clara University from 1973 to 1989 including assistant professor of psychology and director of counselor and learning resources. This position does not require Senate confirmation and there is no compensation. Petty is a Democrat.
Jane Rozanski, 69, of Camarillo, has been appointed to the California Commission on Aging. Rozanski has been chief executive officer of the Camarillo Health Care District since 1993. She is chair of the Ventura County Medical Resource Foundation board of directors and was a member of the Association of California Healthcare Districts board of directors. This position does not require Senate confirmation and there is no compensation. Rozanski is registered decline-to-state.
Rita Saenz, 64, of Sacramento, has been appointed to the California Commission on Aging. Saenz is director of California governmental affairs at Xerox Corporation, where she has served in various positions since 2007. She was chief executive officer at the Academy for Coaching Excellence from 2004 to 2007, director at the California Department of Social Services from 1998 to 2004 and chief executive officer at Maria Nemeth Associates LLC from 1983 to 1998. Saenz served in the Office of Governor Edmund G. Brown Jr. in various positions from 1981 to 1983, including appointments secretary. She was director of the California Department of Alcohol and Drug Abuse from 1979 to 1981. This position does not require Senate confirmation and there is no compensation. Saenz is a Democrat.
David Sanchez Jr., 73, of San Francisco, has been appointed to the California Commission on Aging. Sanchez served in various positions at the University of California, San Francisco from 1969 to 2005, including assistant vice chancellor of academic affairs. Sanchez has been an appointed member of the Health Commission at the San Francisco Department of Public Health since 1998 and was commissioner and president of the San Francisco Police Department’s Police Commission from 1978 to 1988. Additionally, Sanchez served as commissioner and president of the San Francisco Board of Education from 1968 to 1974. He is a Centro Latino de San Francisco board member. Sanchez earned a Doctor of Philosophy degree from the University of California, Berkeley and a Master of Arts degree from California State University, San Jose. Dr. Jean Schuldberg, 57, of Chico, has been appointed to the California Commission on Aging. Schuldberg is a professor at California State University, Chico (CSU, Chico) and has been director of the Master of Social Work program at the University’s School of Social Work since 2006. She has taught in various departments at CSU, Chico since 1989, assuming her position in the School of Social Work in 2002. Schuldberg is co-director for the CSU, Chico Hartford Partnership Program for Aging Education and is a coordinator for the California Social Work Education Center Mental Health Stipend Program at CSU, Chico School of Social Work. Schuldberg earned a Doctor of Education degree in international and multicultural education from the University of San Francisco and a Master of Social Work from Indiana University. Ed Walsh, 66, of Rancho Mirage, has been appointed to the California Commission on Aging. Prior to his retirement in 2012, Walsh served in various positions at the Riverside County Office of Aging from 2002 to 2012, including director. He was acting director of the Senior Care Network, and site director for the Multipurpose Senior Service Program and the Los Angeles County Integrated Care Management Demonstration Project for Huntington Memorial Hospital from 1996 to 2002. Walsh was a social work consultant and care coordinator for Med Wise Primary Care for Seniors at St. Luke Medical Center in 1995, supervisor of the Multipurpose Senior Services Program at AltaMed Health Services Corporation from 1994 to 1995 and social worker at Huntington Memorial Hospital from 1986 to 1994. Walsh is a member of the California Association of Area Agencies on Aging, where he served as vice president. He is a member of the National Association of Social Workers and the American Society on Aging. Walsh earned a Master of Social Work degree from California State University, Long Beach.
