Attorney General’s Advice to Governor Concerning Program Linkage

On February 22, 2013, the California Air Resources Board (CARB) requested that the Governor make findings, as required under Senate Bill 1018, relating to the proposed linkage of California’s cap-and-trade program with Quebec’s cap-and-trade program. The finding requirements are detailed under Government Code Section 12894(f). This page includes the request, administrative rulemaking record, and additional resources. This is a necessary administrative step if California and Quebec decide to pursue a joint auction in the future.
