SACRAMENTO – Governor Edmund G. Brown Jr. today announced the following appointments.
Ted Priebe, 64, of Redondo Beach, has been appointed to the California Board of Acupuncture. Priebe has been an acupuncturist at Healthpointe since 2010 and an acupuncturist with the Pain and Rehabilitation Medical Group since 1995. He earned a Doctor in Acupuncture and Oriental Medicine degree from South Baylo University. This position requires Senate confirmation and the compensation is $100 per diem. Priebe is a Republican.
Julie Elginer, 40, of Calabasas, has been reappointed to the California Board of Chiropractic Examiners, where she has served since 2012. Elginer has been a lecturer at the UCLA School of Public Health and founder of Elginer Advocacy Group since 2011. She was a graduate student researcher at the UCLA Center for Health Policy Research from 2008 to 2010 and senior marketing manager at Amgen from 1999 to 2007. Elginer was adjunct faculty for the Advisory Board Company at Johns Hopkins School of Nursing in 2002 and was a financial analyst for Abbott Laboratories from 1995 to 1997. She earned a Doctor of Public Health degree in health services from the University of California, Los Angeles and a Master of Business Administration degree in marketing and strategy from the University of Maryland. This position does not require Senate confirmation and the compensation is $100 per diem. Elginer is registered decline-to-state.
Frank Ruffino, 49, of El Cajon, has been appointed to the California Board of Chiropractic Examiners. Ruffino has been acting correctional business manager and community partnership manager at the Richard J. Donovan Correctional Facility since 2008. He was regional administrative officer at the California Department of Fish and Game from 2004 to 2008 and hospital general services administrator at the California Department of Veterans Affairs from 2000 to 2004. Ruffino served in various positions at the California Department of Corrections and Rehabilitation from 1985 to 2000. He was a member of the City of Chula Vista Civil Service Commission and the City of Coalinga Planning Commission. This position does not require Senate confirmation and the compensation is $100 per diem. Ruffino is registered decline-to-state.
John Cha, 46, of Culver City, has been appointed to the California Board of Podiatric Medicine. Cha has been doctor of podiatry at Affiliated Podiatry Group since 2001. He was senior podiatric surgical resident at Hawthorne Hospital and chief podiatric surgical resident with Baja Project for Crippled Children from 1992 to 1994. Cha earned a Doctor of Podiatric Medicine degree from the California College of Podiatric Medicine. This position does not require Senate confirmation and the compensation is $100. Cha is a Democrat.
Neil Mansdorf, 44, of Orange, has been appointed to the California Board of Podiatric Medicine, where he has served since 2010. Mansdorf has been in private practice in the City of Orange since 2000. He served as a podiatrist at Cupertino Podiatry Inc. from 1999 to 2000. Mansdorf is a member of the Orange County Podiatric Medical Association, and served as president from 2008 to 2010. He earned a Doctor of Podiatric Medicine degree from the California College of Podiatric Medicine. This position does not require Senate confirmation and the compensation is $100. Mansdorf is a Democrat.
Michael Zapf, 63, of Oak Park, has been appointed to the California Board of Podiatric Medicine. Zapf has been a podiatrist in private practice since 1985. He was an instructor at the California College of Podiatric Medicine, Southern Campus at the LAC/USC Medical Center from 1987 to 1993, examiner I for the California State Department of Health, Laboratory Field Services from 1977 to 1980 and a clinical microbiologist technologist for the University of California, Los Angeles Clinical Laboratory from 1976 to 1977. Zapf earned a Doctor of Podiatric Medicine degree from the California College of Podiatric Medicine. This position does not require Senate confirmation and the compensation is $100. Zapf is a Democrat.
