SACRAMENTO – Governor Edmund G. Brown Jr. today announced the following appointments.
Julie Chapman, 54, of Sacramento, has been appointed director at the California Department of Human Resources. Chapman has been deputy director of labor relations at the California Department of Personnel Administration since 2011. She held multiple positions at the California Department of Personnel Administration from 2000 to 2011, including chief deputy director of policy, deputy director of labor relations, assistant chief of labor relations and labor relations officer. Chapman was a labor relations analyst and specialist at the California Department of Mental Health from 1996 to 2000. She held multiple positions at the California Department of General Services from 1993 to 1996, including labor relations analyst and associate personnel analyst. Chapman was a staff services and associate personnel analyst at the California Department of Housing and Community Development from 1987 to1993. This position requires Senate confirmation and the compensation is $145,008. Chapman is registered decline-to-state.
Kathleen Dickinson, 53, of Vacaville, has been appointed director of the division of adult institutions at the California Department of Corrections and Rehabilitation. Dickinson has served as the associate director of adult institutions since 2011. She served in multiple positions at the California Medical Facility from 1993 to 2011, including warden, chief deputy administrator and correctional administrator. Dickinson worked in multiple positions at the California Department of Corrections and Rehabilitation from 1983 to 1993, including staff services manager and budget analyst. This position requires Senate confirmation and the compensation is $151,104. Dickinson is a Republican.
Brenda Grealish, 36, of Folsom, has been appointed deputy director of the office of research at the California Department of Corrections and Rehabilitation. Grealish served as a research manager at the California Department of Corrections and Rehabilitation from 2009 to 2012. She worked in multiple positions at the California Department of Mental Health from 1999 to 2009, including research program specialist I, research analyst II and research analyst I. This position does not require Senate confirmation and the compensation is $94,176. Grealish is registered decline-to-state.
Michael Stainer, 48, of Tehachapi, has been appointed deputy director of facility operations at the California Department of Corrections and Rehabilitation. Stainer has served in multiple positions at the California Department of Corrections and Rehabilitation since 1987, including as warden at the California Correctional Institution from 2011 to 2012, where he served in multiple positions from 2004 to 2011, including chief deputy warden, associate warden, and correctional captain. Stainer was correctional captain at California State Prison, Los Angeles County from 2002 to 2004, and held multiple positions at the California Correctional Institution from 1987 to 2002, including correctional officer, correctional sergeant, correctional lieutenant and correctional counselor supervisor. This position does not require Senate confirmation and the compensation is $143,904. Stainer is a Republican.
Howard E. Moseley, 45, of Sacramento, has been appointed chief counsel at the Board of Parole Hearings, where he has served as commissioner since 2011. Moseley served in multiple positions at the Office of the Inspector General from 2004 to 2011, including chief assistant inspector general and senior assistant inspector general. He served as deputy attorney general at the California Department of Justice from 1996 to 2004. Moseley was an adjunct professor at the University of the Pacific, McGeorge School of Law from 2006 to 2010. Moseley served in the U.S. Army from 1989 to 1995. This position does not require Senate confirmation and the compensation is $124,896. Moseley is a Democrat.
Vito Chiesa, 47, of Hughson, has been appointed to the California Partnership for the San Joaquin Valley. Chiesa has served on the Stanislaus County Board of Supervisors since 2008. He was manager of Chiesa Ranch Inc. from 1987 to 2011. Chiesa is a member of the Stanislaus County Agricultural Advisory Board, California State Association of Counties board of directors and Stanislaus County Fish and Wildlife Committee. He serves as chairman on the San Joaquin Valley Rail Committee. This position does not require Senate confirmation and there is no compensation. Chiesa is a Republican.
Randy Dodd, 51, of Kingsburg, has been appointed to the California Partnership for the San Joaquin Valley. Dodd has been vice president of business development and strategic planning at Adventist Health since 2007, where he has served in multiple positions since 1995, including vice president of support services, director of strategic planning and business development, director of marketing and the charitable foundation and director of the charitable foundation. Dodd worked as a self-employed financial planner from 1993 to 1995 and was assistant vice president and branch manager at First Interstate Bank from 1990 to 1993. He is chairman of the Kings County Economic Development Corporation and a member of the Rotary Club of Hanford. Dodd served as president of the Hanford Chamber of Commerce from 1988 to 1997. This position does not require Senate confirmation and there is no compensation. Dodd is a Republican.
David Long, 63, of Ballico, has been appointed to the California Partnership for the San Joaquin Valley. Long has been president of the Hilltop Ranch since 1980. He served as director at the Almond Board of California from 1999 to 2005. Long is a member of the Eastside Water District and the Merced Irrigation District. This position does not require Senate confirmation and there is no compensation. Long is a Republican.
Larry Powell, 64, of Fresno, has been appointed to the California Partnership for the San Joaquin Valley. Powell has served in multiple positions at the Fresno County Office of Education since 2005, including superintendent and deputy superintendent. He served as superintendent of the Fresno Central Unified School District from 2001 to 2005. Powell is a member of the Association of California School Administrators, Fresno Economics Development Corporation, California County Superintendents Educational Services Association and the Fresno Pacific University board of trustees. This position does not require Senate confirmation and there is no compensation. Powell is a Republican.
James R. Tague, 49, of Bakersfield, has been appointed to the California Partnership for the San Joaquin Valley. Tague has been vice president of finance and planning at E&B Natural Resources Management Corporation since 2008. He was manager of Corporate Planning at Murphy Oil Corporation from 2001 to 2008, petroleum engineer and senior planning analyst for Chevron Corporation from 1997 to 2001. He served as a lieutenant and naval flight officer for the U.S. Navy from 1986 to 1995. This position does not require Senate confirmation and there is no compensation. Tague is a Republican.
