SACRAMENTO – Governor Edmund G. Brown Jr. today announced the following appointments.
Adele Arnold, 60, of Sonora, has been appointed to the Board of State and Community Corrections. Arnold has served as chief probation officer for Tuolumne County since 2009. She served in multiple positions for Siskiyou County from 1991 to 2009, including chief probation officer and probation officer. Arnold was a court officer for Siskiyou County Child Protective Services from 1984 to 1991. This position requires Senate confirmation and there is no compensation. Arnold is a Democrat.
Leroy Baca, 70, of Monterey Park, has been appointed to the Board of State and Community Corrections. Baca has served as sheriff for Los Angeles County since 1998 and has served in the Los Angeles County Sheriff’s Department since 1965. He earned a Doctorate of Public Administration degree from the University of Southern California. This position requires Senate confirmation and there is no compensation. Baca is a Republican.
Scott Frizzie, 48, of Elk Grove, has been appointed chief deputy director at the Board of State and Community Corrections. Frizzie has served in multiple positions at the California Emergency Management Agency since 2009, including senior advisor and director of regional operations. He served as deputy director of law enforcement and victim services at the Governor’s Office of Emergency Services from 2004 to 2009, legal counsel at the Governor’s Office of Planning and Research in 2004 and legal counsel and acting deputy director at the Governor’s Office of Criminal Justice Planning from 1997 to 2004. Frizzie was a special consultant for the Judicial Council of California in 1997, senior counsel for the California State Assembly Judiciary Committee from 1996 to 1997, legal associate at Lasalle Law Corporation from 1993 to 1996 and staff attorney at the University of the Pacific, McGeorge School of Law from 1989 to 1992. Frizzie earned a Juris Doctorate degree from the McGeorge School of Law. This position does not require Senate confirmation and the compensation is $131,352. Frizzie is a Republican.
Dean Growdon, 41, of Susanville, has been appointed to the Board of State and Community Corrections. Growdon has been the sheriff-coroner for Lassen County since 2011. Growdon has served in multiple positions at the Lassen County Sheriff’s Department since 1994, including assistant sheriff, lieutenant, sergeant, deputy sheriff and correctional officer. This position requires Senate confirmation and there is no compensation. Growdon is a Republican.
David Maggard, 49, of Irvine, has been appointed to the Board of State and Community Corrections. Maggard has served as chief of police for the City of Irvine since 2003 and was deputy police chief from 2002 to 2003. He served as police captain at the Manhattan Beach Police Department from 1999 to 2002, police lieutenant at the Indio Police Department from 1995 to 1998, lieutenant at the University of California, Irvine Police Department from 1993 to 1995 and in multiple positions with the University of California Police Department at both the Berkeley and Irvine campuses from 1988 to 1993. Maggard earned a Master of Science degree in criminal justice from California State University, Long Beach. This position requires Senate confirmation and there is no compensation. Maggard is a Republican.
Susan Mauriello, 58, of Aptos, has been appointed to the Board of State and Community Corrections. Mauriello has been the county administrative officer for Santa Cruz County since 1989. She earned a Juris Doctorate degree from Santa Clara University Law School. This position requires Senate confirmation and there is no compensation. Mauriello is a Democrat.
Linda Penner, 57, of Fresno, has been appointed to the Board of State and Community Corrections. Penner has been chief probation officer at the Fresno County Probation Department since 2005, where she has served in multiple positions since 1977, including division director of adult probation, director of juvenile probation, probation services manager and deputy probation officer. This position requires Senate confirmation and there is no compensation. Penner is a Democrat.
Feda Almaliti, 34, of Fremont, has been appointed to Area Board V of the California State Council on Developmental Disabilities. Almaliti has been a self-employed full-time advocate for persons with disabilities since 2005. She has been co-chair of the Bay Area Autism Regional Task Force, Insurance Subgroup since 2010 and founded the Fremont Special Education Parent Teacher Association in 2008. This position does not require Senate confirmation and there is no compensation. Almaliti is a Democrat.
Jonathan Lyens, 30, of San Francisco, has been appointed to Area Board V of the California State Council on Developmental Disabilities. Lyens has been an employee relations representative for the City and County of San Francisco since 2011. He was a fiscal and policy assistant in the San Francisco Mayor’s Office of Policy and Finance from 2007 to 2011. Lyens was a resource assistant at the Light House for the Blind and Visually Impaired of San Francisco in 2007 and an instructor assessor and consultant at Guide Dogs for the Blind Inc. in 2006. He is vice president of the Richmond District Neighborhood Center board of directors. Lyens earned a Master of Public Administration degree from East Carolina University. This position does not require Senate confirmation and there is no compensation. Lyens is a Democrat.
Dianne Millner, 63, of Oakland, has been appointed to Area Board V of the California State Council on Developmental Disabilities. Millner has served as deputy city attorney and special counsel for the City of Oakland since 2000. She served as assistant city attorney for the Port of San Francisco from 1997 to 2000. Millner was a legal editor at the California Continuing Education of the Bar from 1994 to 1997 and a partner at Steefel Levitt and Weiss from 1993 to 1997. Millner was a founding partner at Ocampo Millner and McGee from 1980 to 1990. She was an associate at Pillsbury Madison and Sutro from 1975 to 1980. Millner earned a Juris Doctorate degree from Stanford Law School. This position does not require Senate confirmation and there is no compensation. Millner is a Democrat.
