SACRAMENTO – Governor Edmund G. Brown Jr. today announced the following appointments.
Brian Annis, 43, of Sacramento, has been appointed deputy secretary for transportation at the Business, Transportation and Housing Agency. Annis has served in various positions for the Senate Committee on Budget and Fiscal Review, including deputy staff director since 2010, principal consultant from 2005 to 2010 and consultant from 2004 to 2005. He also served in various positions at the California Department of Finance, including principal program budget analyst II from 2002 to 2004, staff finance budget analyst from 1999 to 2002 and research analyst II from 1998 to 1999. Annis was an adjunct professor of economics at American River College from 1995 to 2002 and was an economist for the Bureau of Labor Statistics at the U.S. Department of Labor from 1992 to 1995. This position does not require Senate confirmation and the compensation is $135,000. Annis is a Democrat.
Russia Chavis, 29, of Sacramento, has been appointed deputy secretary for housing and real estate at the Business, Transportation and Housing Agency. Chavis has been a fiscal and policy analyst at the Legislative Analyst’s Office since 2009. She was a planning and program development intern at the Los Angeles Community Redevelopment Agency from 2008 to 2009, a database manager and analyst at Environmental Synectics from 2006 to 2007 and a grants program coordinator at Sacramento Child Advocates from 2005 to 2006. This position does not require Senate confirmation and the compensation is $95,004. Chavis is a Democrat.
Carol Farris, 50, of Sacramento, has been appointed deputy secretary for business oversight and agency operations at the Business, Transportation and Housing Agency, where she has served as assistant secretary for agency relations since 2001. She was director of administration for Lieutenant Governor Cruz M. Bustamante from 1999 to 2001, staff director for the Speaker’s Office of Member Services from 1997 to 1998 and business manager for Strategic Education Services from 1990 to 1997. This position does not require Senate confirmation and the compensation is $114,996. Farris is registered decline-to-state.
Jack Flanigan, 66, of Granite Bay, has been appointed to the Milton Marks “Little Hoover” Commission on California State Government and Economy. Flanigan has been a member of The Flanigan Law Firm since 1992 and co-founded California Strategies in 1997. He was vice president of public affairs for the Irvine Company from 1985 to 1992 and served as development director for R&B Development from 1980 to 1985. Flanigan served as the executive director of the California Housing Council from 1978 to 1980 and executive director of the Coro Foundation in Los Angeles from 1975 to 1977. He earned a Juris Doctorate degree from the University of California, Berkeley School of Law. This position does not require Senate confirmation and there is no compensation. Flanigan is a Republican.
James Kellogg, 68, of Discovery Bay, has been appointed to the California Fish and Game Commission, where he has served since 2002. Kellogg has been an international representative for the United Association of Journeymen and Apprentices of the Plumbing and Pipe Fitting Industry since 1992. He also served as commissioner for the California Transportation Commission from 1999 to 2002. This position requires Senate confirmation and the compensation is $100 per diem. Kellogg is a Democrat.
Ronda Paschal, 49, of Sacramento, has been appointed deputy secretary for legislation at the Business, Transportation and Housing Agency. She has been deputy secretary of state for legislative and constituent affairs at the Office of the Secretary of State since 2007. She was associate vice president at the California Medical Association from 2006 to 2007, a consultant for Senator Joseph Dunn from 1999 to 2006 and an associate consultant for the Senate Natural Resources Committee from 1995 to 1999. This position does not require Senate confirmation and the compensation is $110,004. Paschal is a Democrat.
