Governor Brown Announces Appointments

SACRAMENTO – Governor Edmund G. Brown Jr. today announced the following appointments.

Todd Bland, 49, of Elk Grove, has been appointed deputy director of the Welfare to Work Division at the Department of Social Services. Bland has worked at the Legislative Analyst’s Office since 1995, serving most recently as deputy legislative analyst in the health and human services section. He was a project manager at Economic and Planning Systems from 1990 to 1995 and a performance auditor at the Office of the Auditor General from 1989 to 1990. This position does not require Senate confirmation and the compensation is $138,300. Bland is registered decline-to-state.

Charlton “Chuck” Bonham, 43, of Albany, has been appointed to the Pacific States Marine Fisheries Commission. Bonham is currently the director at the Department of Fish and Game. Bonham worked at Trout Unlimited from 2000 to 2011, serving in multiple positions including California director and senior attorney. He was an instructor and trip leader for the Nantahala Outdoor Center from 1994 to 1997 and was a small business development agent for the United States Peace Corp in Senegal, West Africa from 1991 to 1993. This position requires Senate confirmation and the compensation is $100 per diem. Bonham is a Democrat.

Susan Britting, 52, of Coloma, has been appointed to the Board of Forestry and Fire Protection. Britting has been a consulting biologist since 1987, advising on habitat conservation in foothill and forest environments. She received a doctorate in biology from the University of California, Los Angeles. This position requires Senate confirmation and compensation is $100 per diem. Britting is a Democrat.

Barbara Emley, 69, of San Francisco, has been reappointed to the Pacific States Marine Fisheries Commission, where she has served as a member since August. Emley has fished commercially since 1985. She has been the strategy team leader for the Pacific Coast Federation of Fishermen’s Associations since 1995 and was the chair of the Gulf of the Farallones National Marine Sanctuary Advisory Council from 2002 to 2007. This position requires Senate confirmation and the compensation is $100 per diem. Emley is a Democrat.

J. Keith Gilless, 55, of San Francisco, has been appointed to the Board of Forestry and Fire Protection. Gilless has been the dean of the College of Natural Resources since 2008 and professor of forest economics since 1983 at the University of California, Berkeley. He received a doctorate in forestry and agricultural economics at the University of Wisconsin, Madison. This position requires Senate confirmation and compensation is $100 per diem. Gilless is a Democrat.

Anita Gore, 53, of Dixon, has been appointed deputy director of the Office of Public Affairs at the Department of Public Health. Gore has been deputy director of external affairs at the California State Board of Equalization since 2004. She was public affairs director at the California Department of Conservation in 2004, assistant director of communications at the California Department of Finance from 2002 to 2003, and assistant secretary of external affairs at the California Health and Human Services Agency from 1994 to 2002. This position does not require Senate confirmation and the compensation is $114,024. Gore is a Republican.

Brian Johnson, 56, of Pasadena, has been appointed deputy director for enforcement at the California Department of Toxic Substances Control. Johnson has been the principal partner for SanPa Consulting since 2007. He served as the manager for the environmental division for the City of Santa Monica from 2001 to 2006, after serving as an environmental coordinator from 1988 to 2001. This position does not require Senate confirmation and the compensation is $126,588. Johnson is a Democrat.

Dawood Khan, 19, of Union City, has been appointed to the California State Advisory Committee on Juvenile Justice and Delinquency Prevention. Khan currently serves as a supervisor for the United Parcel Service. Khan is currently attending San Jose City College and studying human resources. This position does not require Senate confirmation and there is no compensation. Khan is a Democrat.

Michael Miles, 41, of Eureka, has been appointed to the Board of Forestry and Fire Protection. Miles has been area manager and watershed analysis manager at Humboldt Redwood Company since 2008. He was a watershed analysis manager for Scotia Pacific Company from 2005 to 2008 and compliance forester at Pacific Lumber Company from 2001 to 2004. He is a California-licensed registered professional forester. This position requires Senate confirmation and the compensation is $100 per diem. Miles is a Democrat.

Caroll Mortensen, 46, of Sacramento, has been appointed director of the Department of Resources Recycling and Recovery (CalRecycle). Mortensen was a consultant to the Senate Environmental Quality Committee from 2007 to 2011. She was a chief consultant to the Assembly Environmental Safety and Toxic Materials Committee from 2005 to 2007. She was legislative director and integrated waste management specialist at the California Integrated Waste Management Board from 1992 to 2005. This position requires Senate confirmation and the salary is $142,965. Mortensen is a Democrat.

Nancy O’Malley, 58, of Alameda, has been appointed to the California State Advisory Committee on Juvenile Justice and Delinquency Prevention. O’Malley has served as Alameda County District Attorney since 2009, after working as an attorney in the Alameda County District Attorney’s Office since 1984. O’Malley received a Juris Doctorate from Golden Gate University School of Law. This position does not require Senate confirmation and there is no compensation. O’Malley is a Democrat.

Jonathan Raven, 46, of Davis, has been appointed to the Corrections Standards Authority. Raven has been chief deputy district attorney for the Yolo County District Attorney’s Office since 2007. Raven was director of the Office of Victim Services for the California Department of Justice from 2002 to 2007. He was deputy district attorney for the Yolo County District Attorney from 1995 to 2002. Raven was an attorney at Knox Lemon and Anapolsky in 1995, an attorney at Livingston and Mattesich from 1993 to 1995, and an attorney at Fonda and Garrard from 1992 to 1993. Raven received a Juris Doctorate from Loyola Law School. This position requires Senate confirmation and there is no compensation. Raven is a Democrat.

Jose Carlos Rivera, 32, of Sacramento, has been appointed to the California State Advisory Committee on Juvenile Justice and Delinquency Prevention. Rivera has served as a substance abuse counselor and case manager for the Sacramento Native American Health Center Inc. since 2005. Previously he served as a construction crew foreman for Pinnacle Construction from 2000 to 2004 and as a welder for Sonoma Metal Products from 1997 to 1999. This position does not require Senate confirmation and there is no compensation. Rivera is registered decline-to-state.

Richard Wade, 58, of Pollock Pines, has been appointed to the Board of Forestry and Fire Protection. Wade has been a district manager at Sierra Pacific Industries since 2006, after working as a district forester there from 1995 to 2006. He is a California-licensed registered professional forester. This position requires Senate confirmation and the compensation is $100 per diem. Wade is a Democrat.

Greta Wallace, 56, of Sacramento, has been appointed chief counsel at the Department of Social Services. Wallace has been the senior assistant chief counsel at the Department of Social Services since 2008. She was the director of the Department of Child Support Services from 2004 to 2007. Previously, Wallace worked at the Department of Social Services from 1990 to 2004, working in multiple positions, including administrative law judge and assistant general counsel. This position does not require Senate confirmation and the compensation is $145,632. Wallace is a Democrat.
