Governor Brown Announces Appointments

SACRAMENTO – Governor Edmund G. Brown, Jr. today announced the following appointments.

John Cronin, 55, of Marin, has been appointed to the Board of Pilot Commissioners for the Bays of San Francisco, San Pablo, and Suisun. Cronin has 27 years of worldwide sailing experience. He is currently a vessel manager for Matson Navigation Company where he has worked since 2005. He was a deck officer from 1979 to 2005, as a licensed officer with the International Organization of Masters, Mates & Pilots. Cronin is a member of the San Francisco Harbor Safety Committee and currently sits on the Rules and Regulations Committee of the Board of Pilot Commissioners. This position requires Senate confirmation and there is no compensation. Cronin is a Democrat.

James Earp, 58, of Roseville, has been appointed to the California Transportation Commission. Earp has served as executive director of the California Alliance for Jobs since 1998. Earp was public relations director for the International Union of Operating Engineers Local 3 from 1976 to 1998. This position requires Senate confirmation and the compensation is $100 per diem. Earp is a Democrat.

Carl Guardino, 49, of Los Gatos, has been appointed to the California Transportation Commission. He has served on the commission since 2007. Guardino has served as president and chief executive officer of the Silicon Valley Leadership Group (SVLG), a public policy trade association that represents more than 350 Silicon Valley companies, since 1997. He served as government affairs director for Hewlett Packard from 1995 to 1997 and was the vice president of the SVLG from 1991 to 1995. This position requires Senate confirmation and the compensation is $100 per diem. Guardino is a Democrat.

Lauren Hammond, 55, of Sacramento, has been appointed to the California Gambling Control Commission. She is currently the principal of L. Hammond & Associates. Hammond served as a councilmember, representing the fifth district, for the City of Sacramento from 1997 to 2010, where she also served as chair of the Law and Legislation Committee. She served as a consultant to the California State Senate from 1981 to 2004. This position requires Senate confirmation and the compensation is $128,109. Hammond is a Democrat.

Charmaine Jefferson, 56, of Los Angeles, has been appointed to the California Arts Council. She has served on the council since 2007. Jefferson is currently the executive director of the California African American Museum. She works with several organizations which promote the arts within California, including serving as the board director of Arts for LA and as a board member with the California Institute for the Arts. This position requires Senate confirmation and the compensation is $100 per diem. Jefferson is a Democrat.

E. Clement Shute, Jr., 71, of Alameda, has been appointed to the Tahoe Regional Planning Agency. He is a founding partner of Shute, Mihaly & Weinberger LLP where he has represented numerous environmental organizations, including the Tahoe Regional Planning Agency, since 1980. Previously, Shute was a deputy and assistant attorney general for the California Attorney General’s Office from 1964 to 1980 and was in charge of the Environment and Consumer Protection Section from 1975 to 1980. He is a member of the California advisory board for the Trust for Public Land and teaches environmental law courses at the University of California, Berkeley, School of Law. This position does not require Senate confirmation and there is no salary. Shute is a Democrat.

William Turner, 57, of Santa Monica, has been appointed to the California Arts Council. He has served on the council since 2007. Turner owns the William Turner Gallery in Santa Monica, serves on the board of directors of California Lawyers for the Arts, and is a freelance art editor for Venice Magazine. This position requires Senate confirmation and the compensation is $100 per diem. Turner is a Democrat.
